Summarizing the factors affecting the sector's operations, Comrade Hoang Tuyet Ban, Director of the Department of Education and Training of Dien Bien province, said: In addition to difficulties due to terrain conditions, scattered population, and high poverty rate as in previous years, in the 2024-2025 school year, the Dien Bien education sector continues to face difficulties due to lack of facilities and equipment that do not meet requirements while investment resources are still limited... However, overcoming difficulties, with the highest and first goal of prioritizing investment in schools, equipping teaching and learning materials and equipment, the Dien Bien education sector has achieved many results.
The province maintains a scale of 485 schools and centers with more than 207 thousand students. The rate of mobilizing students to attend classes at all levels has met and exceeded the plan; in particular, the rate of mobilizing children aged 15-18 to attend high school has reached more than 80%, much higher than the assigned target.
The quality of both mass and advanced education has made new progress; the high school graduation rate in 2025 reached 99.82% (0.46% higher than in 2024), the results of excellent students and students winning prizes in provincial and national exams continued to be maintained, with clear progress with a total of 22 prizes in 10 subjects. 382/463 kindergartens and general schools were recognized as meeting national standards (82.51%).
Dien Bien has been recognized by the Ministry of Education and Training as having achieved the standard of universal primary and secondary education level 3. This is an important milestone affirming the determination and consensus of the entire political system and people in the cause of education and training.

Notably, on July 18, 2025, the Politburo issued Conclusion Notice No. 81-TB/TW on the policy of investing in building schools for land border communes, aiming to develop the socio-economy, build human resources, and strengthen national defense and security at the national border. Dien Bien province proactively implemented it early under the direction of General Secretary To Lam.
On July 27, 2025, Dien Bien started construction of the Si Pa Phin Primary and Secondary School, which is expected to be completed and put into use from the second semester of the 2025-2026 school year. Currently, the province has selected locations to invest in building 14 more schools in border communes, of which the Ministry of Education and Training has proposed to allow investment in building and renovating 9 schools, expected to be inaugurated before August 31, 2026 in accordance with the Politburo's policy and complete the remaining 5 schools in 2026.
Acknowledging the efforts of teachers and students in the area to overcome difficulties in the past school year, comrade Pham Duc Toan, Vice Chairman of the People's Committee of Dien Bien province affirmed that the results achieved by the Education and Training sector have contributed significantly to the overall development of the province and contributed significantly to improving learning conditions and improving the quality of education in ethnic minority areas of Dien Bien province.

Continue to focus on building inter-level primary and secondary boarding schools in border communes, contributing to improving people's knowledge, preserving national identity and protecting national sovereignty. Promote the movement to encourage learning and talent, build a learning society, create conditions for all people, especially ethnic minorities and children in difficult circumstances, to access fair and quality education...
Recognizing the achievements of collectives and individuals in the past school year, on this occasion, the President awarded the Third Class Labor Medal to 1 collective and 8 individuals with many contributions to the cause of education in Dien Bien; the Prime Minister awarded Certificates of Merit to 42 individuals; the Chairman of the People's Committee of Dien Bien province awarded a Certificate of Merit to 1 collective and awarded the Commemorative Medal "For the cause of building and developing Dien Bien province" in 2025 to 12 individuals.
