The IOC Smart Operation Center of Di Linh district put into operation brings many obvious results. |
According to Mr. Tran Duc Cong - Chairman of the People's Committee of Di Linh district, this task is always closely linked to the key tasks of the district to create consistency in implementation. Currently, 100% of administrative procedures (TTHC) are implemented from commune to district to province according to the regulations of the Provincial People's Committee. The rate of online records of Di Linh district has increased gradually over the years. Specifically, in 2021 it reached 10.46% and in 2024 it reached 95.77%. The settlement results reached 99.67% and the issuance of electronic results reached 99.56%; the results of resolving TTHC on time reached 98.02%...
Units must strictly receive and handle administrative procedures within their management scope in accordance with procedures and regulations, without prolonging the time for handling administrative procedures; strengthen coordination between relevant agencies, units and localities to ensure that administrative procedures for organizations and individuals are handled quickly, promptly and within prescribed time limits, minimizing the number of trips made by organizations and individuals.
After the decision of Lam Dong Provincial People's Committee to announce administrative procedures, the list of newly issued, amended, supplemented, and abolished administrative procedures, Di Linh district has updated, posted promptly and fully in the form of QR code scanning at the Department of Receiving and Returning Results of Administrative Procedures of the district and commune levels according to regulations to facilitate people's lookup. Continue to maintain the opening of the suggestion box on administrative procedures located at the One-Stop Department of the district and commune levels and publicly announce the province's hotline, phone number, and email box of the District People's Committee to receive feedback and recommendations from organizations and individuals on administrative regulations. To connect people with the government, Di Linh District People's Committee has issued the Regulations on receiving and handling feedback from individuals and organizations via the "Di Linh Online" application to operate starting from August 22, 2022...
In building and developing e-government and digital government, Di Linh district has promoted the application and development of information technology in the district. In particular, focusing on investing in upgrading information technology infrastructure to serve the direction and operation of leaders. Notably, the IOC Smart Operations Center will be put into operation by the end of 2023. Effectively maintaining the online conference system from the district to the grassroots level.
Postal and telecommunications infrastructure is guaranteed. Mobile transmission stations cover 100% of villages, gradually overcoming signal depressions.
Currently, 100% of health insurance examination and treatment facilities in Di Linh district have implemented the work of looking up medical examination and treatment information using citizen identification cards. The rate of synchronization of social insurance participants with the national population database reached 99.61%...
Despite achieving certain results, Di Linh district's PAR index is often in the lower group of the province. In 2021, Di Linh district ranked 8th among districts and cities; in 2022, it rose to 6th; in 2023, it ranked 11th.
According to the leaders of Di Linh district, the implementation of administrative reform in the locality still has certain shortcomings. In particular, some localities have not been really close and determined in leading and directing the implementation of this task. The heads of some agencies, units and localities in the district have not been determined in directing the implementation of tasks, leading to the implementation of some indicators such as digitalization and online payment not reaching the maximum rate. The satisfaction rate of individuals and organizations in handling administrative procedures for some localities in the district is not high. The coordination in implementing administrative procedures of agencies and localities is not regular and continuous, the sense of responsibility of a number of civil servants is not high, leading to the situation of overdue records, concentrated in some areas such as land and construction.
In addition, in Di Linh district, the civil servants, especially at the commune level, have not performed this task effectively. Specifically, they are still confused in collecting documents, organizing document review, and recommending document processing after review, leading to limited quality of review and systematization work.
Although some criteria in the district's administrative reform index have been implemented by agencies and units, they have not yet achieved the maximum rate and results, such as there are still cadres, civil servants, and public employees who violate to the extent that they must be disciplined; there are no more public service units that self-insure, or partially self-insure regular expenses...
In addition to the above subjective factors, other objective issues such as the locality does not have many sources of funding to invest in synchronous information technology infrastructure, leading to a lack of peripheral devices, not meeting the requirements of technology development. In addition, in the early stages, people did not access and communicate with the government via the network environment regularly, did not trust, and did not change their habits from direct transactions to online transactions... were also factors that greatly affected the results of administrative reform tasks in Di Linh district.
In the context of organizing the upcoming 2-level local government model, there will be many disruptive issues. However, the key tasks need to be ensured, including administrative reform issues, thereby contributing to maintaining the development pace of localities and ensuring the interests of the people.
