This afternoon (June 12), Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh chaired a conference to announce 28 decrees on decentralization, delegation of power, and determination of authority when organizing two-level local governments.

At the event, Government leaders and ministries also introduced the launch of a virtual assistant system serving officials, civil servants and people.

According to Deputy Prime Minister Nguyen Hoa Binh, this tool will help provincial and communal government officials easily look up functions, tasks, powers, as well as procedures for performing decentralized public services.

For people and businesses, virtual assistants will support administrative procedure guidance, provide information about more than 1,800 public services being deployed, aiming to serve "anytime, anywhere", regardless of time or administrative boundaries.

The Deputy Prime Minister said that the virtual assistant system not only improves the work efficiency of officials but also helps people access services conveniently and transparently. This is a comprehensive support tool, creating the foundation for an honest and serving government.

The virtual assistant will be integrated into the national digital infrastructure system, acting as a tool to support search, monitoring, feedback and handling of administrative situations. At the same time, the system also contributes to improving accountability, serving as a basis for assessing service quality and staff capacity.

"This is a huge step forward in administrative reform and application of information technology and digital transformation in the field of public services," said the First Deputy Prime Minister.

At the same time, the Deputy Prime Minister requested two enterprises, the Vietnam Posts and Telecommunications Group and the Military Industry-Telecoms Group, to continue perfecting chatbots so that people and officials can use them soon, preferably starting from July 1.

Following the direction of the Government, the Ministry of Science and Technology, the Vietnam Posts and Telecommunications Group (VNPT), and the Military Industry and Telecommunications Group (Viettel) have urgently prepared AI virtual assistants to meet the needs of questions and answers on decentralization, delegation of authority, and determination of authority, serving people, businesses, agencies, officials, and civil servants when organizing and implementing a two-level local government.

VNPT's system has integrated 1,800 public services. Meanwhile, the chatbot developed by Viettel mainly supports commune-level civil servants in performing about 1,200 decentralized and delegated tasks.
