Attending the conference were former leaders of the Central Committee, Military Region 5 who retired in Quang Nam province and Da Nang city, former members of the Standing Committee of the Da Nang City Party Committee and Quang Nam Provincial Party Committee... who retired in the area from 1997 to present with the Standing Committee of the Da Nang City Party Committee and Quang Nam Provincial Party Committee.
Speaking at the conference, Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, said that so far, the Politburo has issued decisions on the establishment of the Da Nang City Party Committee on the basis of merging the two Da Nang City Party Committees and Quang Nam Province; the Politburo's decision on appointing an Executive Committee of 74 people; a Standing Committee of 23 people. The National Assembly Standing Committee's decision appoints leaders and committees of the City People's Council. The Government has appointed the Chairman and Vice Chairmen of the City People's Committee.
According to Mr. Nguyen Van Quang, the key leaders of Da Nang have a Secretary and 4 Deputy Secretaries. After the congress, the orientation is to add 1 Deputy Secretary from the personnel of the former Quang Nam province; the City People's Council has a Chairman and 4 Vice Chairmen; the City People's Committee has a Chairman and 8 Vice Chairmen. The Steering Committee for the arrangement and merger of administrative units of Quang Nam province and Da Nang city has directed the urgent and methodical implementation of the work of drafting documents to be submitted to the 23rd Congress of the Da Nang City Party Committee, term 2025-2030. To date, the draft of the 3rd Political Report has been completed.
Mr. Nguyen Van Quang hopes that the leaders and generals, with their experience, enthusiasm and knowledge, will contribute their opinions, especially on the important orientations, goals and tasks of the new Da Nang City in the coming term. At the same time, they will contribute their opinions on the tasks and solutions to build and rectify the Party and the political system in the context of the new situation and conditions of Da Nang.
Commenting on the draft, Senior Lieutenant General Huynh Ngoc Son, former Vice Chairman of the National Assembly, said: “After the merger, it is necessary to study and develop more space for sea and islands, including Cu Lao Cham Island and Son Tra Peninsula. In addition, Da Nang City is new with more than 157km of land border, so the draft political report needs to include more foreign affairs.”
In order for Da Nang City to develop, Mr. Tran Tho, former Secretary of the Da Nang City Party Committee, said that Da Nang has an approved master plan, so after the merger, it is necessary to quickly connect it for synchronization and development. The development space of the new locality is oriented to include the East and West regions, which is reasonable. At the same time, focus on researching and investing in seaport cities, heritage cities, industrial cities, etc.
According to former Secretary of the Da Nang City Party Committee Tran Tho, in the East, the coastal road needs to connect branch roads with National Highway 1 for good development. As for the West, after the merger, Da Nang City has the largest mountainous population among the centrally-run cities. The current investment rate of Quang Nam is only 34%, which is still low, making it difficult to shorten the gap between the plains and the mountains, the East and the West. Therefore, in order for this region to develop, Mr. Tran Tho proposed to increase the total investment for the midlands and mountains to about 40% to shorten the gap between the two regions.
Secretary of the Da Nang City Party Committee Nguyen Van Quang said that the contributions of former members of the Party Central Committee, former leaders of the Party and State, generals, and key leaders of Da Nang City and Quang Nam Province helped to perfect and improve the quality of the Political Report submitted to the 23rd Congress of the Da Nang City Party Committee, term 2025-2030.
