Proposal for all customers to buy renewable electricity without going through EVN

The Ministry of Industry and Trade has just completed the Draft and allowed wind and solar power plants to sell directly to customers through private lines or the national grid.

Specifically, the Ministry of Industry and Trade builds this model according to two options, including through private lines and the national grid (sold through EVN) and the supply source is renewable energy plants (wind, solar) with a capacity of over 10 MW if connected to the grid or unlimited capacity if through private lines.

The draft stipulates that the buyer in both cases is an organization or individual using electricity produced at a voltage level of 22 kV or higher, with an average monthly consumption of 500,000 kWh. Customers with lower usage needs, such as small manufacturing enterprises or households, are not allowed to buy and sell directly.

According to VCCI, this mechanism will help solve the supply and demand of renewable energy, removing difficulties for many renewable energy projects that are delayed at the time of preferential prices (FIT prices). Conversely, manufacturing enterprises, especially those exporting to developed countries, can use renewable energy to fulfill environmental, social, and governance (ESG) responsibilities in the supply chain.

However, with the direct purchase and sale of electricity via private lines, VCCI believes that the impact on the national power system is insignificant. Therefore, VCCI proposes to expand to all customers who want to participate, instead of limiting it to the group of customers using large amounts of electricity.

In addition, the Ministry of Industry and Trade is proposing two policies to allow businesses to buy and sell clean electricity without going through EVN via private lines or the national power transmission grid.

According to VCCI, the investment, management and operation of this private transmission line can belong to the power generation unit or the electricity customer, depending on the specific agreement between the two parties. Therefore, VCCI also proposed that the drafting agency stipulate that the two parties buying and selling electricity have the right to agree on the investment and management of the operation of the line.

In addition, regarding the issue of confirming the rate of renewable electricity consumption, VCCI also said that many electricity-using enterprises want to participate in the direct electricity trading mechanism to obtain energy conversion certification for export to developed countries. At that time, these enterprises will need to confirm the amount of renewable electricity purchased over the total electricity consumption.

Therefore, it is recommended that the drafting agency consider adding regulations on confirming the rate of renewable electricity use to facilitate businesses when transacting with partners.
