The academic reading passages, complex sentence structures, and in-depth reasoning and analysis requirements of the English test in the 2025 high school graduation exam are not suitable for the abilities of grade 12 students according to the program's objectives.

The 2018 General Education Program sets a target for students completing grade 12 to reach B1 English proficiency according to the Common European Framework of Reference (CEFR), but the 2025 high school graduation exam has a series of questions with difficulty levels exceeding B1, both in vocabulary and reading comprehension skills.

The innovation in the way of making questions in the 2025 high school graduation exam will create positive changes, promoting innovation in teaching methods, testing and assessment in schools. However, it is necessary to take into account the reasonableness of the exam questions, when the goal of the high school graduation exam is for the majority of students to graduate from high school. It must be clearly defined that the graduation exam needs to ensure general high school output standards, while university admissions need a separate assessment mechanism, suitable for the characteristics of each industry and each school.

Because it is intended to serve the purpose of university admission, the 2025 high school graduation exam has a high level of differentiation, with many advanced, applied, and interdisciplinary contents that are integrated beyond the minimum required for a graduation exam. This will create pressure on high school students as well as the psychology of studying more and practicing for the exam. The exam needs to have good and new questions, suitable for the actual level of students, positively impacting teaching and learning in high school but must be within the students' ability, not shocking because of difficulty.

The high school graduation exam for students nationwide needs to be developed according to pedagogical, scientific , standardized principles, focusing on learners and aiming for fairness, reliability, and measuring the correct output standards of the general education program. The exam needs to be standardized through practical testing, and must go through many rounds of testing to assess difficulty, validity, and reliability.

To ensure the stability of the national high school graduation exam, the Ministry of Education and Training needs to standardize the national exam development team in terms of both expertise and test-making techniques, design standardized tests that accurately reflect output standards and ensure reliability...
