US President Donald Trump's policy adjustments have caused US allies and strategic partners in the EU and NATO to lose confidence in the US's alliance commitment to the point that they have to band together to respond.
The EU, France and the UK have been particularly active and creative in their efforts to rally this force, all keen to take up the banner and wave it.

It all revolves around finding answers to four questions: How to deal with Mr. Trump and Russia; how to continue supporting Ukraine even if the US stops providing aid to Ukraine; how to establish an international peacekeeping force to deploy in Ukraine; what America's allies and strategic partners in the EU and NATO need to do to ensure their own security and successfully deal with security challenges from Russia when they can no longer trust the US's long-standing security commitment, especially in the post-war period.
Looking at recent developments in these areas, it is clear that assembling forces is not difficult. France, the UK and the EU have so far done this quite successfully and easily. But whether the new forces on the continent are truly strong enough to provide the answers that the participants want to have to the four questions above is a very different matter.
Not all EU and NATO members in Europe are ready to aid Ukraine and support the EU to continue pouring money into Ukraine. Not all are ready to spend more or borrow more to pay for the arms buildup. Not all are ready to join the peacekeeping force in Ukraine. Not all share the same views as the EU or France and Britain on Russia and the new US administration, on the policy of "de-Americanization" and resolutely opposing Russia. It is easy to be in the same boat, but it is difficult and has not been seen yet.
