Accelerating the program "Vietnam-Singapore Innovation Talent Exchange"

The Vietnam-Singapore Innovation Talent Exchange Program enables workers from both countries to seek short-term jobs related to innovation at enterprises in both countries. The program will be implemented over three years and is expected to attract more than 300 candidates each year.

On June 18, the Ministry of Home Affairs coordinated with the Ministry of Finance to organize the forum "Vietnam-Singapore Innovation Talent Exchange".

The program was attended in person and online by representatives of relevant ministries and branches of Vietnam, the Ministry of Industry and Trade of Singapore, the Embassy of Singapore in Vietnam, universities and businesses of the two countries.

Speaking at the opening of the forum, Dr. Ha Thi Minh Duc, Deputy Director of the Department of International Cooperation ( Ministry of Home Affairs ) said that on August 28, 2023, the Ministry of Planning and Investment (now the Ministry of Finance) and the Ministry of Labor, Invalids and Social Affairs (now the Ministry of Home Affairs) signed a Memorandum of Understanding with the Singapore Ministry of Trade and Industry on the program "Vietnam-Singapore Innovation Talent Exchange" (abbreviated as the ITX program). This is an important step in strengthening cooperation between the two countries in the context of Vietnam and Singapore having extensive cooperation in many aspects, especially in areas such as green economy, digital economy and innovation.

The Memorandum of Understanding demonstrates the two countries' shared commitment to enhancing cooperation in human resource development and talent exchange, in line with the contents of the Vietnam-Singapore Joint Economic Connectivity Agreement.

The ITX programme enables Vietnamese and Singaporean workers to seek short-term employment, up to two years, in innovation-related positions at eligible enterprises in the two countries.

For Vietnam, the development of science, technology, innovation and digital transformation is being identified as a key pillar for the country to develop richly and powerfully in the new era. In recent times, the Party and State of Vietnam have had many policies and guidelines to promote the application and development of science and technology, promote innovation and digital transformation, proactively and actively participate in the Fourth Industrial Revolution, achieving many important results.

The 2024 Digital Economy Report shows that Vietnam's digital economy continues to grow strongly, with a contribution to GDP of 18.3% and a growth rate of more than 20%, far exceeding the overall growth rate of the economy. Vietnam aims for the digital economy to account for 30-35% of GDP by 2030.

In particular, on December 22, 2024, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. This is a major policy on science, technology, innovation and national digital transformation development to build a digital government, digital economy, digital society, digital citizens and digital cultural industry at a high level. In particular, there are two important tasks on developing and employing high-quality human resources and talents and strengthening international cooperation in science, technology, innovation and digital transformation development.

Deputy Director of the National Innovation Center (Ministry of Finance) Kim Ngoc Thanh Nga affirmed that the ITX program is an important bridge to promote the shift of high-quality human resources, expanding career opportunities for talented personnel in key technology fields of the two countries. The Center will continue to play a leading role in coordinating, connecting and promoting initiatives to effectively implement the Program in the coming time.

The ITX program is designed to create a unique mechanism that allows high-quality Vietnamese and Singaporean workers to have the opportunity to work and develop their capacity in the private sectors of the two countries, aiming at two main goals.

The first is to strengthen cooperation in the field of innovation, in line with the Vietnam-Singapore Economic Connectivity Framework Agreement and the Memorandum of Understanding on the establishment of the Vietnam-Singapore Joint Innovation Working Group.

The second is to create opportunities for workers in the innovation sector from both countries to cooperate, learn and share experiences. Creating a premise to expand the ability to move labor between the two countries in the future.

The ITX programme enables Vietnamese and Singaporean workers to seek short-term employment, up to two years, in innovation-related positions at eligible enterprises in the two countries.

The program will be implemented over three years, expected to start in the first half of 2025. The program is expected to attract more than 300 qualified candidates each year.
