The ethnic minority and mountainous areas of Quang Tri province account for 68% of the province's natural area. The whole region has 44 mountainous communes and towns, of which 38 communes and towns are inhabited by ethnic minorities, mainly Van Kieu and Pa Ko ethnic groups with 22,300 households/98,921 people (accounting for 13.6% of the province's population). The reality shows that there are still differences in gender development indicators, in which women and girls, especially in ethnic minority areas, are the most vulnerable.
Access to health services, reproductive health care, andeducation for ethnic minority women and children is difficult. The proportion of highly educated women is relatively low compared to men, making it difficult to plan and arrange staff. Ethnic minority women mainly do housework, housework, and low-income production work.
Some departments, sectors and localities have not yet fully promoted their role in integrating gender equality issues into their development plans, so the implementation and organization of the implementation of the plan's objectives have not been highly effective. Awareness of gender equality is still inadequate, especially in rural and mountainous areas, gender gaps and gender stereotypes still exist in the psychology of social life, especially the issue of male preference and female contempt.
Based on the strategy and national action program on gender equality of the central government, including the Project "Supporting gender equality activities in ethnic minority areas for the period 2018-2025", the Provincial People's Committee has paid attention to implementing gender equality work, specifying the content through action programs, phased and annual plans and directing departments, branches, unions and localities to issue documents integrating the implementation of the contents of the action programs and strategies.
From 2018 to May 2025, the Department of Home Affairs (after the merger - the standing agency of the Provincial Committee for the Advancement of Women) presided over and coordinated with relevant departments, branches, and localities to advise the Provincial People's Committee on 7 launching ceremonies for gender equality and prevention of gender-based violence.
In coordination with Plan, the People's Committees of Huong Hoa and Dakrong districts implemented a project to prevent early marriage in mountainous districts and ethnic minority areas with many meaningful activities, including the support of Plan, which implemented activities to coordinate the establishment of convention points to prevent gender-based violence and child marriage in 20 communes/2 districts.
The Department of Home Affairs and the Department of Ethnic Minorities and Religions promote gender equality propaganda with diverse forms and contents on the Law on Gender Equality, the Law on Prevention and Control of Domestic Violence and a number of related documents for members of the Committee for the Advancement of Women, heads of women's associations, secretaries of village youth unions... in ethnic minority areas.
Provide knowledge of ethnic policies, train skills in mass mobilization and mediation at the grassroots level for prestigious people among ethnic minorities. Coordinate the introduction of gender equality, violence prevention and reproductive health knowledge into education from junior high school to high school.
Notably, the Department of Ethnic Minorities and Religions coordinated with the Dakrong District People's Committee and the Ta Long Commune People's Committee to pilot the model of a trusted address - a temporary shelter in the Ta Long Commune community to promote gender equality and provide advice and support to victims of gender-based domestic violence. The model has been highly effective in educating and promoting gender equality.
Plan Quang Tri also coordinated with relevant units and localities to establish 58 girls' clubs (1,130 girls). Through the above activities, 4,400 children and young people were informed about gender equality; 270 key children were trained on children's rights, adolescent reproductive health, and law; 10 youth and children's initiatives were implemented (painting contest, start-up model, livelihood); 224 teachers and 100 village health workers were trained on adolescent reproductive health.
30 parent clubs were established with about 600 members; 200 households and children at risk of dropping out of school and early marriage were supported; 18 child protection committees were established; 4 friendly communication corners provided consultation on adolescent reproductive health care services with about 350 young people accessing the services; 8 workshops introducing job counseling for young people attracted more than 250 young people to participate, of which 15 cases received jobs and went to work abroad...
In general, the implementation of plans and programs of the project “Supporting gender equality activities in ethnic minority areas for the period 2018-2025” in Quang Tri is on schedule. Thereby, raising awareness and understanding of ethnic minorities about gender equality, moving towards eliminating gender-based violence, gender stereotypes and outdated notions of gender inequality in ethnic minority communities.
The situation of child marriage and consanguineous marriage has decreased significantly compared to the previous period, reaching and exceeding the set goals and requirements. Thanks to that, basically the targets in the fields of education, health, culture, society and economy of the province have been gradually achieved.
The proportion of women trained, educated and participating in politics is concerned in both quantity and quality, the position of women in community activities and in the family is increasingly affirmed. The work of caring for and protecting the legitimate rights and interests of women and children, especially in ethnic minority areas, is concerned in all aspects.
