The Ministry of Home Affairs proposes to compile statistics on the number of civil servant positions and the number of employees in public service units managed by ministries, branches and localities as of July 31; compare (increase or decrease) with the number of civil servant positions and the number of employees assigned by competent authorities in 2022 and additional assignments until 2025 (if any).
Due to urgent time requirements, the Ministry of Home Affairs requests ministries, branches and localities to urgently implement and send official reports to the Ministry of Home Affairs no later than August 4.
According to Minister of Home Affairs Pham Thi Thanh Tra, currently, the team of commune-level cadres and civil servants are mainly former commune-level civil servants (accounting for about 70%), the remaining 30% are transferred from the (old) provincial and district levels. This leads to a lack of uniformity in qualifications and skills and causes difficulties in arranging suitable personnel.
Minister of Home Affairs Pham Thi Thanh Tra suggested that localities need to review, synthesize, and evaluate the arrangement and organization of cadres, civil servants, and public employees, thereby classifying and screening cadres and civil servants according to specific criteria and standards. On that basis, a solution will be developed, while at the same time opening up new recruitment and recruitment opportunities to meet task requirements.
