The above direction was raised by Prime Minister Pham Minh Chinh at the 6th conference of the Southeast Regional Coordination Council and the 4th meeting of the Steering Committee for the implementation of Resolution 98/2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
The Prime Minister emphasized that the revolution in organizational apparatus has been assessed as basically successful so far, contributing to turning around the situation and changing the state of the country, not simply streamlining the apparatus and reducing costs.
This revolution also changed the boundaries of the Southeast region, with fewer provinces (still Ho Chi Minh City, Tay Ninh, Dong Nai) but the total area and population increased due to the merger of Long An into Tay Ninh. Similarly, the scope of implementation of specific mechanisms and policies according to Resolution 98/2023 of Ho Chi Minh City also expanded to the two former provinces of Binh Duong and Ba Ria - Vung Tau.

The Prime Minister highly appreciated the results of socio-economic development and ensuring national defense and security in the Southeast region, contributing to the overall development of the country.
Regarding the tasks for the last 6 months of 2025, the Prime Minister requested localities to review institutions, consider the content that needs to be added or removed, and send it to the Ministry of Finance and the Government Office for synthesis and report to the Government to propose to the National Assembly for solutions.
At the same time, localities must review provincial planning after the merger.
"If Ho Chi Minh City expands to two more provinces, what will the new planning be like? The general spirit is to integrate based on science, practice and creation for new development, not addition," the Prime Minister emphasized, at the same time requiring the new planning to be highly feasible and create new momentum.
In addition, the Prime Minister also requested localities to focus on mobilizing resources, especially public-private partnership, using state resources to lead and activate social resources; pay attention to human resource training, smart governance, and strengthen coordination to promote sustainable development in the Southeast region.
Early implementation of projects linking the Southeast region
The head of the Government also mentioned a series of key projects that need to be prioritized for implementation. The first is the International Financial Center located in Ho Chi Minh City, which is not just a center for Ho Chi Minh City but for the whole region and the whole country, so the provinces need to have the responsibility to coordinate.
Regarding the Ho Chi Minh City Ring Road 4 project, the Prime Minister requested that we be determined to complete it and try to start construction on August 19. At the same time, we will implement the Can Gio international transit port project under the public-private partnership model and call for investors to participate.

Regarding the connection between Long Thanh airport and Tan Son Nhat airport, the Prime Minister said he had heard proposals from some foreign investors, which could be connected by an elevated railway or subway.
"We must quickly deploy to connect the two airports, as well as connect Ho Chi Minh City with Dong Nai," the Prime Minister requested. The two airports are about 43 km apart by road.
In addition, the Prime Minister also requested to remove obstacles to soon start construction of the Gia Nghia - Chon Thanh expressway and the Ho Chi Minh City - Moc Bai expressway, and to study the Loc Ninh - Bien Hoa railway line...
