This afternoon, August 2, the Ministry of Education and Training coordinated with the National Assembly's Committee on Culture and Society to hold a discussion on organizing education management at the commune level after the rearrangement of administrative units.

50% of commune-level units do not have staff with expertise in education.
Mr. Thai Van Tai, Director of the General Education Department (Ministry of Education and Training), said that reports from many localities showed that up to 50% of commune-level administrative units do not have leaders or officials who have worked in the education sector to monitor and manage the state in the education sector.
The Department of Culture and Society of the People's Committee at the commune level lacks staff with deep expertise in managing educational activities at schools, making it difficult to improve the quality of education and in managing and using civil servants.
The report of the Department of Teachers and Educational Managers (Ministry of Education and Training) also cited the figure of 302/1,000 surveyed commune-level education officials having no expertise related to education.
Meanwhile, the workload is very large, leading to difficulty in keeping up with the reality of the school, especially issues of staffing, universalization, enrollment, boarding work, ethnic boarding, organizing competitions...
Mr. Nguyen Dinh Long, Head of the Department of Culture and Society of An Tuong Ward ( Tuyen Quang ), cited that he is the only officer of the department who used to work in the education sector but has also been doing other tasks for 17 years. Therefore, Mr. Long suggested that the Ministry of Education and Training should soon have an in-depth training program for officers working in professional education at the commune level.

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, stated that in reality, Hanoi has 126 communes and wards, and the total number of civil servants in the Department of Culture and Society is 347, of which 212 have teaching degrees, accounting for about 61%, but only 25% have worked in the education sector. There are cadres in the Department of Education and Training who were previously in charge of preschools, but now they are in charge of all three levels of education at the commune level...
Mr. Cuong also mentioned the method that Hanoi is applying very effectively after 1 month of implementing 2-level local government, which is to organize into professional clusters according to the scope of the previous districts.
According to Mr. Cuong, this greatly supports professional activities and organizes competitions for teachers and students. Hanoi also mobilizes teachers to support the government and the cultural and educational departments at the commune level in professional activities and digital transformation.
The Ministry of Education and Training will provide specific instructions on teacher recruitment.
Speaking at the seminar, Minister Nguyen Kim Son said that the Ministry of Education and Training has advised the Government to issue two decrees regulating the decentralization, delegation, and division of authority of local authorities at two levels in the field of state management of education; and issued under its authority 6 guiding circulars...
Mr. Nguyen Kim Son also affirmed that the Ministry of Education and Training determined that continuing to support the education sector at the commune level is an important and urgent activity during this time because this is the most fundamental block in the system, and also the block that is facing initial confusion.
Regarding the two issues that localities are particularly concerned about at present, which are the appointment and recruitment of teaching staff, Minister Nguyen Kim Son said that Circular 15, newly issued by the Ministry of Education and Training, clearly states the authority to appoint leaders of educational institutions.
Regarding the issue of teacher recruitment, Mr. Nguyen Kim Son stated: "The education sector is responsible for this. The demand is proposed from educational institutions, the commune level is responsible for synthesizing, but organizing recruitment within the general scope is the responsibility of the Department of Education and Training."
Mr. Nguyen Kim Son also said that, in addition to the issued circulars, if more specific guidance documents are needed, the Ministry of Education and Training will provide immediate guidance to promptly recruit and mobilize local teachers before the school year.
Although there are still difficulties and confusion in the immediate future, Mr. Nguyen Kim Son affirmed that the implementation of a two-level local government is not only an effort to overcome difficulties but the goal is to operate the education system in the whole country better than before.
