Investing in the Ho Chi Minh City Ring Road 4 project, some provinces want the central budget to support 90%

The investment in the Ho Chi Minh City Ring Road 4 project requires a huge amount of capital, so some localities want the central budget to support more than 50%, some localities want to support up to 90%.

On February 22, in Ho Chi Minh City, the Ministry of Transport had a working session with localities including Ho Chi Minh City, Dong Nai, Binh Duong, Long An , and Ba Ria - Vung Tau on the implementation of investment in the Ho Chi Minh City Ring Road 4 Project.

Reporting on the project's progress, Mr. Tran Quang Lam, Director of the Ho Chi Minh City Department of Transport, said that after being assigned by the Prime Minister to be the agency in charge of preparing the project's feasibility study report, the City coordinated with localities to immediately start implementing the steps.

Up to now, Ho Chi Minh City has completed the pre-feasibility study report for the section passing through the city and is adjusting the route to reduce compensation for site clearance. The section passing through Binh Duong province has completed site clearance compensation and is currently preparing a construction project.

The remaining provinces including Ba Ria - Vung Tau; Long An, Dong Nai are also ready to submit investment policies.

According to the plan, the Ring Road 4 Project in Ho Chi Minh City is nearly 207 km long, of which the section passing through Long An is 78 km long, Binh Duong is 47.5 km, Dong Nai is 45.6 km, Ba Ria - Vung Tau is 18.1 km, Ho Chi Minh City is 17.3 km. The project has an estimated total investment of 106,000 billion VND.

Regarding the investment plan, the localities support the plan to combine the entire route into one common project, with the locality that passes through the section being the competent authority to invest in the project. However, the issue that the localities are most concerned about at present is the mechanism and capital source.

Speaking at the meeting, Mr. Vo Van Phi, Vice Chairman of Dong Nai Provincial People's Committee, said that the province has included the project in the public investment portfolio but the implementation process has not been approved because the investment capital is very large. While Dong Nai province is currently investing in many other important projects, Mr. Phi proposed to increase the central budget support for the section through Dong Nai to 53% instead of 50%.

Meanwhile, Mr. Nguyen Minh Lam, Vice Chairman of Long An Provincial People's Committee, said that the locality is urgently speeding up the implementation process of the Project. "Units in Long An have met for many days about the Ring Road 4 project in Ho Chi Minh City and are determined to do it," Mr. Lam said at the meeting.

However, Mr. Lam is concerned that the Ring Road 4 passing through Long An is 78 km long, with a large total investment, while the province's budget is still facing many difficulties, so he really hopes that the central budget will support 90% of the project's investment capital.

Chairman of Ho Chi Minh City People's Committee Phan Van Mai requested localities to review and agree on the specific progress of the Ring Road 4 Project, Ho Chi Minh City.

Concluding the meeting, Chairman of Ho Chi Minh City People's Committee Phan Van Mai requested that localities with projects review and agree on project implementation milestones and specific progress.

"Ho Chi Minh City alone will work day and night to submit the investment proposal in time for the National Assembly session in June. Thus, by the end of March at the latest, all basic project documents must be completed by the consulting unit and localities," Mr. Mai emphasized.
