Accordingly, the School Council for the 2025-2030 term consists of 15 members, with Dr. Chu Manh Hung holding the position of Chairman of the School Council for the 2025-2030 term.
The establishment and recognition of the Hanoi Law University Council, the Chairman of the Council, the Principal of the school for the 2025-2030 term, and the appointment of the Vice Principal of Hanoi Law University are important milestones for the school, creating a solid foundation for the continued implementation and realization of the goal of building the school into a key school for training legal staff according to Decision 1156/QD-TTg of the Prime Minister .
On this occasion, Hanoi Law University announced the Decision of the Ministry of Justice on recognizing Associate Professor, Dr. To Van Hoa as the Rector of Hanoi Law University. At the same time, the University Council also appointed Mr. Hoang Xuan Chau, Rector of Northern Law College, as Vice Rector of Hanoi Law University.
Speaking at the ceremony, Minister of Justice Nguyen Hai Ninh congratulated the 15 members elected to join the Hanoi Law University Council for the 2025-2030 term; and congratulated the members on their new positions.

Minister of Justice Nguyen Hai Ninh emphasized that the Party Committee, the School Council and the appointed leaders need to fully understand their requirements and responsibilities; continue to train, strive, and promote the achieved results to work with the school to excellently complete the assigned political tasks.
The Minister also noted that in 2025, Hanoi Law University needs to focus on reviewing and perfecting all regulations related to the organization, finance and development strategy of the school, and at the same time make adjustments in accordance with the requirements of the new period. At the same time, the school needs to focus on improving the quality of training and scientific research; promote comprehensive innovation of training programs, content and methods, aiming at the goal of graduates being able to immediately meet the requirements of the labor market in the legal field.
In addition, Minister Nguyen Hai Ninh suggested that the school continue to promote the application of information technology, digital transformation and artificial intelligence in management, teaching and scientific research activities, in order to improve overall efficiency and quality. At the same time, Hanoi Law University needs to focus resources to complete the project of building the second campus in Bac Ninh province on schedule, ensuring the project is put into effective use, avoiding waste, and meeting development needs in the new period.
Also at the ceremony, Associate Professor, Dr. To Van Hoa, the new Rector of Hanoi Law University, expressed his honor at being entrusted with the new responsibility. He shared: “This is a great honor for myself and my family. At the same time, I am also deeply aware that this is a heavy responsibility, especially in the context of the school moving towards ambitious development goals and many challenges.”

The new principal emphasized that one of the school's important strategic goals is to strive to achieve a 4-star QS ranking by 2026, aiming for a QS Asia ranking by 2032. This is not only an opportunity to improve overall quality, but also a decisive step in the process of restructuring the system according to international standards, affirming the position of Hanoi Law University on the regional legal education map.
