Nguyen Cong Tru (1778-1858) was from Uy Vien village, Nghi Xuan district, Ha Tinh province. He was one of the most famous poets of the first half of the 19th century. In particular, his greatest achievement was reclaiming land, recruiting exiles to establish two districts: Tien Hai ( Thai Binh ) and Kim Son (Ninh Binh).

To commemorate the merits of Doanh Dien Su Nguyen Cong Tru in organizing the recruitment of people, establishing hamlets, reclaiming land, and founding Kim Son district, in 1882, the people built a temple where he lived in Quang Thien commune. Every year, on the 14th day of the 11th lunar month, the local Party committee, government and people organize a festival to commemorate the great merits of Doanh Dien Su Nguyen Cong Tru.
