Cao Bang completes grassroots and commune-level congresses for the 2025-2030 term

Implementing Directive No. 35-CT/TW, dated June 14, 2024; Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Party Congress, along with leadership and direction documents of the Central Committee, the Standing Committee of the Provincial Party Committee has issued comprehensive directive documents for Party committees at all levels to focus on preparing well the content and organizing congresses at all levels for the 2025-2030 term, ensuring the time, requirements, content, and progress according to the Central Committee's regulations and in accordance with the practical situation of the province. On August 30, 2025, 100% of grassroots party organizations and commune-level party committees in the whole province completed the congress for the 2025-2030 term.

The entire provincial Party Committee currently has 60 subordinate Party Committees; 402 grassroots Party organizations (90 grassroots Party Committees and 312 grassroots Party cells); 16 unit Party Committees; 305 Party cells directly under the grassroots Party Committees; 58 Party cells directly under the unit Party Committees; 2,144 Party cells directly under the upper-level Party Committees; 63,568 Party members.

About grassroots congresses:

The grassroots congress for the 2025-2030 term will be held from February 2025 (for units organizing model congresses) to July 30, 2025; for newly established, consolidated, or merged grassroots party organizations, the congress will have two contents: (1) Summarize the implementation of the resolutions of the Party Congress (Party cell) for the 2020-2025 term (if any) and determine the directions, goals, tasks, and solutions for the 2025-2030 term. (2) Discuss and contribute opinions to the draft documents of the 14th National Party Congress and the documents of the congress of the direct superior party committee (not electing the executive committee for the 2025-2030 term and the delegation to attend the direct superior party congress). The Standing Committee of the superior Party Committee directly appoints the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, and Deputy Chairman of the Inspection Committee of the Party Committee for the 2025-2030 term; allocates the number and appoints delegates of these Party Committees (Party cells) to attend the Party Congress of the superior Party Committee.

Election results at the congress: The number of elected Party Committee members was 743 comrades, the Standing Committee was 85 comrades. The congress elected 126 comrades to hold the position of Secretary, 137 comrades to hold the position of Deputy Secretary and 738 delegates (620 official delegates, 118 alternate delegates) to attend the congress of the upper-level Party Committee.

Appointment results: The number of appointed Party Committee members is 1,308 comrades; the Standing Committee is 72 comrades. At the same time, 266 comrades were appointed to hold the position of Secretary; 262 comrades were appointed to hold the position of Deputy Secretary, ensuring compliance with the correct structure, standards, and conditions.

About commune congresses:

Congress of Bao Lac Commune Party Committee for the 2025 - 2030 term.

The commune-level congress for the 2025-2030 term will be held from July 2025 to August 30, 2025 (for the 03 units organizing model congresses including: Thuc Phan Ward Party Committee, Quang Uyen Commune Party Committee and Bao Lac Commune Party Committee, implementing according to Plan No. 488-KH/TU, dated July 1, 2025 of the Provincial Party Standing Committee on directing and organizing model congresses at the commune and ward levels for the 2025-2030 term). 56/56 commune-level party committees successfully organized congresses according to plan with 02 contents: (1) Summarizing the implementation of the party congress resolution for the 2020-2025 term (if any) and determining the direction, goals, tasks, and solutions for the 2025-2030 term. (2) Discussing and contributing opinions to the draft documents of the 14th National Party Congress and documents of the direct superior party congress (not electing the executive committee for the 2025-2030 term and the delegation to attend the direct superior party congress).

The Standing Committee of the Provincial Party Committee issued a Decision to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, Deputy Chairman of the Inspection Committee of the Party Committee for the 2025 - 2030 term; allocate the number and appoint delegates to attend the 20th Provincial Party Congress, term 2025 - 2030, including: the number of appointed Party Committee members is 1,544 comrades; the Standing Committee is 518 comrades; appoint 56 comrades to hold the position of Secretary; 112 comrades to hold the position of Deputy Secretary; 168 comrades to participate in the Inspection Committee, 56 comrades to hold the position of Chairman of the Inspection Committee and 56 comrades to hold the position of Deputy Chairman of the Inspection Committee of the Commune Party Committee, ensuring compliance with the structure, standards and conditions. At the same time, 367 delegates (311 official delegates and 56 alternate delegates) were appointed to attend the 20th Cao Bang Provincial Party Congress for the 2025-2030 term.

It can be affirmed that the success of the Party Congresses at all levels was focused on by the Provincial Party Standing Committee's methodical, scientific , and comprehensive leadership and direction, ensuring principles, procedures, and progress, contributing significantly to the success of the 20th Cao Bang Provincial Party Congress, term 2025 - 2030, towards the 14th National Party Congress of the Party.
