Party Committee of the Project Management Board of Transport and Agricultural Construction Projects in Hai Phong: Focus on developing sustainable infrastructure, improving project management efficiency in the new term

(Haiphong.gov.vn) – On the afternoon of June 20, the Party Committee of the Hai Phong Transport and Agricultural Construction Investment Project Management Board held the Party Congress for the 2025-2030 term. Attending the Congress were leaders of the City People's Committee Party Committee, representatives of departments, branches and all Party members in the Party Committee.

During the 2020-2025 term, the Party Committee of the Hai Phong Traffic and Agricultural Construction Investment Project Management Board has promoted the spirit of solidarity, discipline, innovation, creativity, focused on leading and directing the unit to comprehensively complete the political targets and tasks assigned by the city. Notably, the results of implementing a series of projects on traffic, urban infrastructure, dykes, irrigation, etc. have ensured progress, quality, promoted investment efficiency, contributed to perfecting infrastructure, promoting socio-economic development, ensuring national defense and security, preventing natural disasters and improving people's lives.

Specifically, the Management Board of Investment Projects for Construction of Traffic and Agricultural Works in Hai Phong has completed and put into operation nearly 20 key traffic projects such as: Hai Phong City Urban Traffic Development Project, Binh Bridge South Intersection, Rao 1 Bridge, Ho Sen - Rao 2 Bridge Road, the road connecting Lang Am Bridge to the coastal road, Dong Khe 2 Road... Inter-regional connection works have also been completed such as Quang Thanh Bridge, Dinh Bridge connecting Hai Duong ; Ben Rung Bridge connecting Quang Ninh. In the field of agriculture and irrigation, more than 10 important projects have been completed such as: Repairing and upgrading the Da Do and An Kim Hai irrigation systems; Modernizing the forestry sector and enhancing coastal resilience (WB capital); Reinforcing the left dyke of Lach Tray; upgrading the sea dyke I...

The Party Committee of the Hai Phong Traffic and Agricultural Construction Investment Project Management Board has also been leading the implementation of many key projects in the 2025-2030 period such as: Nguyen Trai Bridge and the improvement of the surrounding area; Ring Road 2 (Tan Vu - Hung Dao - Bui Vien); Hoa River overpass; the route connecting Thai Binh City to Nghin Bridge; Lai Xuan Bridge connecting Quang Ninh; the route after Lach Huyen ports; two intersections between Bui Vien Street with Vo Nguyen Giap and Le Hong Phong... At the same time, proactively coordinating to prepare for investment in strategic projects in the 2026-2030 period such as: Resettlement area serving the clearance of the Lao Cai - Hanoi - Hai Phong railway route; Hai Phong Development Project to Adapt to Climate Change (ODA WB capital); Tan Vu - Lach Huyen 2 route and bridge; Ninh Binh - Hai Phong expressway; completion of Ring Road 3; the road connecting National Highway 5 - National Highway 10; Rao 3 bridge; TOD urban area connection infrastructure system...

Clearly defining the direction and tasks for the 2025-2030 term, the Party Committee of the Management Board focuses on developing modern and sustainable transport and agricultural infrastructure; improving the effectiveness and efficiency of project management; and building a team of staff to meet the requirements of tasks in the new situation.

In particular, perfecting the organizational structure, streamlining the apparatus, standardizing the management process from investment preparation to handover and putting into use. At the same time, strengthening the supervision of quality and construction progress of projects, especially key and urgent projects of the city. Promoting the application of technology, digital transformation in the entire management process, especially the implementation of building information modeling (BIM), using digital maps, satellite images, flycam in construction supervision and site clearance. All internal records and processes will be digitized and integrated into the centralized management system.

Along with that, the Management Board will focus on training and in-depth development in construction investment management, attracting and promoting a team of capable and politically steadfast staff. Administrative reform, shortening internal processing procedures, clearly defining people - work - responsibilities; strengthening inter-sectoral coordination in investment preparation, appraisal, acceptance and handover of projects. Inspection and supervision work will also be tightened, ensuring publicity and transparency in bidding and project implementation; closely coordinating with inspection and auditing agencies; fully implementing reporting and information provision regimes according to regulations.

With the spirit of “Solidarity – Discipline – Innovation – Creativity”, the Party Committee of the Management Board is determined to successfully complete the assigned political tasks, actively contributing to the strong and sustainable development of Hai Phong city in the new period./.
