To Hieu Ward was chosen as the pilot site for the Commune-level Public Administration Service Center from June 23. Located at the Political Center of Son La City (old), the Center has invested in spacious and synchronous facilities, meeting the criteria for technical infrastructure and information technology to digitize records, manage data and process administrative procedures (TTHC). The 13 officers and civil servants performing tasks at the Center have all been trained, have a firm grasp of their profession and are proficient in using digital tools.
Mr. Pham Thanh Binh, Vice Chairman of the Ward People's Committee, Director of the To Hieu Ward Public Administration Service Center, said: During the trial operation, the Center handled hypothetical situations in the following areas: Construction licensing; first-time issuance of land use right certificates; marriage registration; business household registration... The procedures are carried out according to the "interconnected electronic one-stop shop" model, with 5 standardized steps, such as: Receiving and guiding people; preparing documents; receiving documents; transferring to specialized agencies for processing; returning results on time. Each step is monitored and the status of document processing is updated on the public administration software system.
In the 4 newly established communes of Quynh Nhai district (old), the commune-level public administrative service center has also been urgently arranged by the localities for headquarters, trial operation, and careful preparation for the official operation process. Mr. Nguyen Van Hung, Deputy Director in charge of the Quynh Nhai commune public administrative service center, informed: The commune has fully arranged headquarters, facilities, equipment and human resources to perform tasks at the public administrative service center. Previously, the center had conducted a trial operation with hypothetical accounts, to prepare to receive and handle administrative procedures according to regulations. Currently, the center has 12 staff members performing the task.
In June, departments, branches and sectors coordinated with the Provincial People's Committee Office and Son La Telecommunications to advise on the publication of the list of administrative procedures applicable in the province and update and publicize them on the national database of administrative procedures immediately after the ministries and ministerial-level agencies announced them; adjust internal procedures, electronic procedures, online public services, ensure the implementation of administrative procedures, and provide public services smoothly, effectively and without interruption from July 1, 2025. Issue a list of administrative procedures to be implemented regardless of administrative boundaries within the province according to the roadmap. Review and restructure online public services based on data reuse and electronic interconnection to reduce and simplify administrative procedures, promote the provision of online public services in a comprehensive, substantive and effective manner.
Establish and publicize hotlines of the provincial public administration service center and the People's Committees of communes and wards to support, guide, and respond to individuals and organizations' and organizations' feedback and recommendations on the implementation of administrative procedures and the provision of public services when arranging administrative units and implementing the 2-level local government organization model, ensuring regular 24/7 operations. Publicize the headquarters address and list of administrative procedures received and returned at the provincial and commune public administration service centers, creating favorable conditions for individuals and organizations to access and implement administrative procedures.

Mr. Soi Duc Nghia, Deputy Chief of Office of the Provincial People's Committee, said: As of June 29, the provincial departments and branches have completed the review and promulgation of 53 Decisions on the announcement of the list of administrative procedures and internal procedures under the jurisdiction of the locality. Logging into the national database 2,147 administrative procedures, including 1,764 provincial-level administrative procedures and 383 commune-level administrative procedures. Completing the integration and provision of 100% of online public services on the National Public Service Portal; upgrading and perfecting the information system for handling administrative procedures at the provincial and commune levels to ensure the inheritance of information, data, safety, security and the continuous, smooth and uninterrupted reception and handling of administrative procedures.
With careful preparation of infrastructure, technology and human resources, the new public administrative service centers will be pioneers, innovative, creative and quick in updating information and technology, aiming at the goal of building a modern e-government, taking people as the center of service.
