Dak Nong is in the process of implementing the policy of rearranging and reorganizing administrative units, preparing to operate a two-level government. Together with Binh Thuan and Lam Dong, Dak Nong will be merged into Lam Dong province from July 1, 2025.

Dak Nong was separated from Dak Lak province, officially announced to be re-established and put into operation from January 1, 2004. With an area of over 6,500km2, in the period of 2004 - 2005, Dak Nong had 6 districts and towns, with 52 communes, wards and towns. By June 2005, Dak Glong district was established, in November 2006, Tuy Duc district was established. From here, the total number of administrative units in Dak Nong increased to 8 districts and towns, with 71 communes, wards and towns.
As a newly re-established province with a low starting point, Dak Nong has encountered many difficulties and challenges in the development process. However, with many efforts, after more than 21 years of establishment (2004 - 2025), Dak Nong has become a fairly average developing province in the region.
Currently, Dak Nong has undergone many remarkable changes and achieved many remarkable achievements. By 2020, Dak Nong has escaped from being a poor, underdeveloped province. By 2025, Dak Nong has made many marks in the Central Highlands region.
The changes in Dak Nong are reflected in many "telling numbers". The total product in the province by 2023 increased 12 times compared to 2004. Dak Nong's economic growth rate in the first 6 months of 2025 reached 8.11%, ranking first in the Central Highlands region. The average income per capita at the end of 2024 of the province reached 81 million VND/person/year.
The province's economic structure has also shifted positively. In 2004, the economy was mainly agricultural, with the proportion of agriculture accounting for 78.26%. By 2024, the agricultural sector had decreased to more than 37%. Instead, the industrial, construction and service sectors had increased. The agricultural sector has gradually shifted to high-value production, applying engineering, science and technology.
The whole province has many agricultural products that have affirmed their brands in domestic and foreign markets, such as: coffee, pepper, rubber, passion fruit, sweet potato, avocado, durian, macadamia...
In the industrial sector, from a purely agricultural province with an insignificant industrial scale, the whole province now has thousands of industrial processing facilities and factories. Dak Nong has 2 industrial parks and is developing many industrial clusters, meeting the development needs for many years to come. The scale of Dak Nong's industry in 2024 will increase nearly 28 times compared to 2004.
Production and business activities in Dak Nong develop rapidly, the ability to circulate goods increases, meeting the requirements of the economy and people's lives.
Many enterprises have paid attention to investing in expanding production and in-depth equipment innovation. Production and business methods according to market demands have also been approached by enterprises, gradually bringing high economic efficiency. Commercial activities in the province are increasingly vibrant, developing, adapting to market mechanisms and international economic integration.
Deputy Secretary of the Provincial Party Committee, Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi assessed that the results Dak Nong achieved were thanks to the participation, leadership and drastic direction of the Provincial Party Committee, Provincial People's Council and Provincial People's Committee. This result is also the joint efforts of the business community, the support and unity of all classes of people in the area.
“Although there are still difficulties and challenges, we are all proud of the results we have achieved. From now on, we will be more proactive, more flexible, and more courageous in carrying out our tasks in the coming time,” said Chairman of Dak Nong Provincial People’s Committee Ho Van Muoi.
Decision 759/QD-TTg of the Prime Minister agreed to merge Dak Nong, Binh Thuan and Lam Dong provinces into Lam Dong province. Implementing the direction on streamlining the organizational apparatus and preparing for the operation of the two-level government, the People's Committee of Dak Nong province has rearranged and reorganized the local government.
According to Director of the Department of Home Affairs Do Tan Suong, the National Assembly Standing Committee has issued a Resolution on the arrangement of commune-level administrative units of Lam Dong province. Accordingly, the number of commune-level administrative units of Lam Dong after the merger is 124 new communes and wards. Of which, Dak Nong is reduced from 71 communes, wards and towns to 28 communes and wards. Lam Dong is reduced from 137 communes, wards and towns to 51 new communes and wards. Binh Thuan is reduced from 121 communes, wards and towns to 45 new communes and wards.
According to Mr. Suong, currently, the total number of district and commune-level positions in Dak Nong is 2,817. Dak Nong is planning to allocate about 100 positions to each new commune and ward. Of which, the Party block is expected to have about 35 positions in each commune; the government block is about 75 positions. For public service units, the Provincial People's Committee has a complete plan, absolutely not to interrupt operations during the process of the 2-level government coming into operation.
Regarding the organization of departments, branches and units, Dak Nong has directed units to develop projects and prepare all necessary conditions to submit to the Lam Dong Provincial People's Council to issue a resolution to establish departments, branches and sectors.
Basically, currently, 14/14 departments and branches of the 3 provinces of Dak Nong, Lam Dong, Binh Thuan have coordinated and completed the project development. The units have prepared plans on personnel, payroll, facilities, ensuring the implementation of tasks, without interruption or delay in the transfer and arrangement process.
Regarding the arrangement of public assets, Dak Nong has nearly 150 headquarters of departments, branches, sectors, and commune People's Committees. Currently, the Department of Finance has presided over and coordinated with the Department of Construction, People's Committees of districts, cities, and related units to review and propose the arrangement, placement, and use of headquarters. Localities will handle public finances and assets after the arrangement of administrative units, determined not to let waste or loss of the State budget occur.
At the meeting on handover and preparation for the commune-level government to come into operation held on June 19, Deputy Secretary of the Provincial Party Committee and Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi emphasized that the remaining time for the new government to come into operation is only counted by the days. Now, departments, branches and localities are reviewing to see if there are any unfinished tasks that need to be accelerated.
On the side of the Provincial People's Committee Office, it is requested that departments and branches review all plans, inspection and audit results. If there are any outstanding issues, they must be resolved before merging the new province. "For enterprises and investors who have project documents, specialized departments must submit them early for the Provincial People's Committee to approve. Projects that are still stuck and have not been approved by the Standing Committee must also be clearly answered for enterprises," Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi directed.
Regarding the trial operation of pilot commune and ward models after the merger, the office is requested to coordinate with the Department of Home Affairs to make a specific plan to organize scientifically and thoughtfully. Regarding the issue of whether officials stay or go, the Dak Nong Provincial People's Committee has not yet decided. Because this issue must wait until the new province is established to have enough authority to decide.
“Starting from July 1, 2025, all new apparatus will officially come into operation. In any position or job, each cadre, civil servant, and public employee must fulfill their responsibilities. During the operation, any unit or locality with outstanding achievements must be honored and recognized,” emphasized Chairman of Dak Nong Provincial People’s Committee Ho Van Muoi.
According to data from the Dak Nong Department of Home Affairs, the total number of cadres, civil servants, public employees, and workers registered to work in Lam Dong province is 1,238 people. Of which, the State sector has 927 people; the Party and mass organizations sector has 311 people.
