Communication and guidance on implementation of lump-sum tax for business households
Delegate Pham Trong Nghia (Lang Son) highly appreciated Vietnam's socio-economic achievements in 2024 and early 2025 in the context of global trade restructuring putting great pressure on developing countries.
Domestic growth relies heavily on exports but depends on imported raw materials, resulting in low domestic value added. Cheap labor and natural resources - traditional drivers of growth and competitive advantages - are being depleted.
In that context, the Party identified the "four pillars" (4 resolutions 57, 59, 66 and 68).
According to Mr. Nghia, along with policies on social security, the "quartet" has formed a theoretical framework to bring the country into the second renewal process with deep and broad reforms in many fields.
"This is a great opportunity to redefine the growth model and driving force. Thereby enhancing endogenous capacity and developing a self-reliant and self-reliant Vietnamese economy. Self-reliant and self-reliant are even more meaningful when the role of law and international institutions in conflicts and violations is showing signs of decline," Mr. Nghia emphasized.
Delegates proposed that the Government pay attention to the issue of improving the internal capacity of domestic enterprises and business households.
Mr. Nghia said that enterprises are the core force in building a self-reliant and self-reliant economy. Participating in public projects to benefit from resources and support from the State is an effective solution to improve the capacity of enterprises.
Therefore, he proposed that the Government prioritize domestic enterprises to implement public investment projects, especially large-scale infrastructure projects such as transportation, technology or energy.
According to Mr. Nghia, out of nearly 5 million business households and individual businesses in our country, more than 2.5 million business households have registered tax codes. The rest are mostly individual businesses, accounting for nearly 50%.
Resolution 68 of the Politburo requires the elimination of lump-sum tax for business households by 2026 at the latest.
Resolution 198 of the National Assembly adds business individuals and stipulates that business households and business individuals will not apply the tax lump-sum method from January 1, 2026.
Meanwhile, Decree 70 of the Government guides the use of electronic invoices from June 1, 2025 for both business households and individual businesses.
Therefore, he suggested that the Government focus on directing communication and guiding implementation. If necessary, submit to the National Assembly for consideration, adjust the scope of application, and extend the roadmap for eliminating lump-sum tax to ensure feasibility, compliance with Resolution 68, and ease people's burdens, and prevent high inflation.

Previously, delegate Ha Sy Dong (Quang Tri) said that the report on June 16 by the Minister of Finance on explaining the group's discussion opinions had updated many figures showing that the economy had many bright spots and very positive changes.
In the numbers bolded by the minister in this report, the total number of enterprises entering and re-entering the market in 5 months was 118,000, higher than the number withdrawing from the market.
However, Mr. Dong said that through understanding the actual situation and voters' feedback, an issue that needs attention has emerged, which is the regulation that the tax lump sum method will not be applied from January 1, 2026 to business households and business individuals.
The policy has caused mixed opinions. Tax officials and experts say it will help businesses improve their status, but many businesses are confused and even accept cash only, as reported by the press.
Mr. Dong said that there are two things that need to be done immediately, which are to increase communication so that people can understand correctly and fully about this new policy.
Along with that, it is necessary to support business households with procedures, especially tax declaration until they can do it, instead of checking every time the policy comes into effect, and if any household has not done it, they will be fined.
"I heard a voter who is a small business reflect that if they are late in paying for 1-2 days, they will be harassed, so they asked to be reduced from a business to a business household. Therefore, the way of organizing and implementing is extremely necessary and important, especially when people and businesses are having to adapt to rapid and numerous policy changes like this time," Mr. Dong said.
