Counterfeit prevention needs to be raised to national strategic level

Counterfeit goods and trade fraud prevention should be raised to the level of a national strategy to have effective, synchronous and long-term policies - That was the opinion of delegate To Van Tam (Kon Tum) when discussing in the National Assembly hall on the morning of June 17 about the additional assessment of the results of the implementation of the socio-economic development plan and the State budget in 2024; the implementation of the socio-economic development plan and the State budget in the first months of 2025.

Anti-counterfeiting, commercial fraud

Contributing to the discussion, delegate To Van Tam agreed and highly appreciated the Government's Report on socio -economic development in 2024 and the first 5 months of 2025. However, the delegate also expressed concern about the issue of counterfeit goods, fake goods and trade fraud when citing the following figures: In 2024, 47,000 cases of counterfeit goods, fake goods and poor quality goods were discovered. This number in the first 4 months of 2025 was more than 30,000, of which 1,450 cases were prosecuted. Then hundreds of thousands of counterfeit products have been sold on the market for many years, including fake food, cosmetics, drugs...

The Kon Tum delegation also mentioned a notable recent case of a production and trading ring of hundreds of tons of fake functional foods involving a number of officials of a Ministry that was recently prosecuted by the Investigation Police Agency of the Ministry of Public Security . In addition, the situation of counterfeit goods flooding social networks with the participation of famous people and influencers on social networks makes it difficult for consumers, "even smart people, to distinguish between real and fake goods".

The Government is requested to strengthen inspection and review of the process of organizing the implementation of functions and tasks of functional agencies, avoiding overlap in management - delegate To Van Tam emphasized.

According to delegate To Van Tam, counterfeit goods are a very serious social and ethical issue, large-scale, with sophisticated tricks and collusion by some corrupt officials. Therefore, the prevention and fight against counterfeit goods and trade fraud must be raised to the level of a national strategy to have effective, synchronous and long-term policies.

Emphasizing that fighting counterfeit goods and trade fraud is a vital requirement for the economy, delegate Nguyen Tran Phuong Tran (Ho Chi Minh City) said: Reality shows that we have done it but not strongly enough, not thoroughly. Recent inspections in the locality have discovered many violations, showing that the problem is very serious.

According to delegate Nguyen Tran Phuong Tran, in dealing with this situation, we have only seen "fighting" but not "building". The existence of counterfeit goods is due to consumers' concern for brand reputation, so many establishments have borrowed the name of other famous brands to sell their goods more easily. Therefore, it is necessary to launch a movement to build Vietnamese brands - each business, each industry needs to create its own brand, associated with real quality, clear origin, green and transparent production.

Citing successful cases such as Bac Giang lychee, ST25 rice, Vinfast cars..., delegates said that with the right strategy and policy support, Vietnamese brands can absolutely go far.

Regarding the issue of combating counterfeit goods and trade fraud, delegate Le Huu Tri (Khanh Hoa) was also concerned that counterfeit goods not only threaten people's health and lives but also undermine social trust. According to the delegate, although the legal system covers almost every aspect, along with strict supervision from borders, border gates to residential areas, hundreds of tons of counterfeit drugs, counterfeit functional foods and foods that do not guarantee quality are still produced, circulated and sold openly at pharmacies, legal stores, even appearing in hospitals, kitchens and schools?

From this situation, delegate Le Huu Tri said that the Government needs to innovate management methods to prevent violations and not create an environment for criminal activities to exist. Along with that, it is necessary to build a strict legal corridor to handle violations, organize inspections, detect and strictly handle law enforcement officers who cover up and assist criminals.

Institutional improvement

Discussing in the hall this morning, many delegates also expressed their agreement and high consensus with the Government's Report submitted to the National Assembly session and the Verification Reports of the Nationalities Council and the National Assembly Committees. The delegates said that the Reports and Submissions had been prepared very carefully and meticulously by the Government and the agencies, and had comprehensively assessed all areas, pointed out difficulties, shortcomings, and problems, clearly analyzed the causes, and proposed very fundamental and drastic directions, tasks, and solutions in the coming time.

Despite the unfavorable actual context, we have still achieved and exceeded 15/15 economic and social targets. The macro economy continues to be stable, especially inflation has been controlled below 4% for 10 consecutive years; ensuring major balances of the economy, especially Vietnam's continuous trade surplus from 2016 to present. The fields of culture, health, education and tourism have also made great strides and become an endogenous driving force of the economy.

According to delegate Tran Hoang Ngan (Ho Chi Minh City), for nearly 40 years of innovation, our country has grown continuously, however, during this time, Vietnam has also been affected several times by external "shocks" such as: the Southeast Asian financial and monetary crisis in 1997, the financial crisis, the world economic recession in 2008 and the US-China trade war in 2018...

In order for the country to grow rapidly and sustainably in the new period and minimize external "shocks", according to delegate Tran Hoang Ngan, there must be fundamental solutions of long-term strategic significance. We must persevere with three strategic breakthroughs in institutions, infrastructure and human resources.

In particular, regarding institutions, the Government and the National Assembly have made efforts to perfect institutions, especially the socialist-oriented market economy institution. “At the 9th Session - this historic session, we have and will continue to pass laws and resolutions, especially we institutionalize the Party's guidelines and policies through the "four pillars" and Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee", delegate Tran Hoang Ngan emphasized.

Delegate Tran Hoang Ngan also said that it is necessary to restructure the three traditional driving forces: export, investment and consumption. Regarding consumption, more attention should be paid to domestic consumption, especially the country's market of more than 100 million people.
