According to the Department of Construction of Da Nang , on May 29, 2025, the National Assembly issued Resolution 201/2025/QH15 to pilot a number of specific mechanisms and policies for the development of social housing. Clause 2, Article 9 of this Resolution stipulates that in the case of beneficiaries of social housing support policies according to the provisions of the law on housing whose workplace is far from their place of residence, the housing conditions for being eligible to buy or rent social housing are that they have not bought or rented social housing, have not owned a house, or have a house that is owned but far from their place of work.
Da Nang will support social housing for people whose houses are far from their workplaces.
On that basis, the Department of Construction of Da Nang has drafted the Decision of the People's Committee of Da Nang City detailing the implementation of Clause 2, Article 9 of Resolution 201/2025/QH15 of the National Assembly on the case of people who own houses but are far from their workplace and are entitled to social housing support policies in Da Nang City.
According to the draft, the regulation that people who own houses but are far from their workplaces are entitled to social housing support policies in Da Nang City is applied to cases where people own houses located outside a 30km radius from their workplaces and outside a 15km radius from social housing projects. The distance from the social housing project to the workplace must be shorter than the distance from the current house to the workplace.
The People's Committee of Da Nang City assigns the Department of Construction to preside over and coordinate with relevant departments, branches, and People's Committees of wards and communes to guide, inspect, supervise, synthesize, and report to the City People's Committee on the implementation of this regulation. The investor of the social housing construction investment project shall study and receive registration dossiers for purchase and lease-purchase of social housing to ensure the above-mentioned subjects and criteria and in accordance with other relevant current legal regulations.
According to the Department of Construction of Da Nang, the development of the above Decision of the People's Committee of Da Nang City aims to synchronously deploy specific mechanisms and policies for the development of social housing immediately after Resolution 201/2025/QH15 takes effect; comply with the provisions of the Law on Promulgation of Legal Documents in 2025, ensure constitutionality, legality, consistency with the legal system and feasibility when the document is issued (expected to be submitted for approval in June 2025, effective from the date of signing).
Pursuant to the provisions of the Law on Promulgation of Legal Documents 2025 and Decree 78/2025/ND-CP dated April 1, 2025 of the Government , the Department of Construction of Da Nang shall publish the draft Decision within 10 days and summarize comments (if any) and send them to the Department before June 21, 2025.
