Ho Chi Minh City Department of Education and Training consults on building policies to support teachers after merger

After merging from the Department of Education and Training of Ho Chi Minh City, Binh Duong , and Ba Ria-Vung Tau before, based on the administrative boundaries of wards, communes, special zones and the number of students..., the new Department of Education and Training of Ho Chi Minh City has divided the scale of the education sector of 168 wards into 16 school clusters to manage professional and educational activities.

Accordingly, each cluster includes schools from kindergarten to high school, vocational education and continuing education in the ward where they are located. The leader of the Department of Education and Training of Ho Chi Minh City said that for each professional cluster, for each subject, the Department of Education and Training assigns 1-2 managers/teachers to take on the role of network teachers to provide professional support to teachers in the cluster. Currently, the Department of Education and Training of Ho Chi Minh City is synthesizing policies of localities before the merger (Binh Duong, Ba Ria - Vung Tau) to advise on building support policies for the network teachers, and submit them to the People's Council of Ho Chi Minh City for approval.

Specifically, the 16 management clusters are divided by the Department of Education and Training of Ho Chi Minh City as follows:

1. Cluster 1: includes wards of Cu Chi, Tan An Hoi, Thai My, An Nhon Tay, Nhuan Duc, Phu Hoa Dong, Binh My (old Cu Chi district); Hoc Mon, Xuan Thoi Son, Dong Thanh (old Hoc Mon district).
2. Cluster 2 : includes Ba Diem ward (old Hoc Mon district); Dong Hung Thuan, Trung My Tay, Tan Thoi Hiep, Thoi An, An Phu Dong (old district 12).
3. Cluster 3 : includes Tay Thanh, Tan Son Nhi, Phu Tho Hoa, Tan Phu, Phu Thanh wards (old Tan Phu district); Tan Son Hoa, Tan Son Nhat, Tan Hoa, Bay Hien, Tan Binh, Tan Son wards (old Tan Binh district).
4. Cluster 4 : includes wards of Hanh Thong, An Nhon, Go Vap, An Hoi Dong, Thong Tay Hoi, An Hoi Tay (old Go Vap district); wards of Duc Nhuan, Cau Kieu, Phu Nhuan, Binh Loi Trung (old Binh Thanh district).
5. Cluster 5 : includes Binh Thanh, Gia Dinh, Thanh My Tay, Binh Quoi wards (old Binh Thanh district); Saigon, Tan Dinh, Ben Thanh, Cau Ong Lanh wards (old District 1); Ban Co, Xuan Hoa, Nhieu Loc wards (old District 3); Khanh Hoi ward (old District 4).
6. Cluster 6 : includes Cho Quan, An Dong, Cho Lon wards (old District 5); Dien Hong, Vuon Lai, Hoa Hung wards (old District 10); Binh Thoi, Hoa Binh , Phu Tho, Minh Phung wards (old District 11); Binh Tay, Binh Tien wards (old District 6).
7. Cluster 7 : includes Binh Phu and Phu Lam wards (old District 6); An Lac, Tan Tao, Binh Tan, Binh Tri Dong, Binh Hung Hoa wards (old Binh Tan District).
8. Cluster 8 : includes Xom Chieu and Vinh Hoi wards (old District 4); Tan Thuan, Phu Thuan, Tan My and Tan Hung wards (old District 7); Phu Dinh, Chanh Hung and Binh Dong wards (old District 8).
9. Cluster 9 : includes Di An, Dong Hoa, Tan Dong Hiep wards (former Di An city, Binh Duong); Hiep Binh, Tam Binh, Linh Xuan wards (former Thu Duc city).
10. Cluster 10 : includes Thu Duc, Tang Nhon Phu, Long Binh, Long Phuoc, Long Truong, Cat Lai, Binh Truong, Phuoc Long, An Khanh wards (old Thu Duc City).
11. Cluster 11 : includes Vinh Loc, Tan Vinh Loc, Binh Loi, Tan Nhut, Binh Chanh, Hung Long, Binh Hung wards (old Binh Chanh district) and Binh Khanh, An Thoi Dong, Can Gio, Thanh An wards (old Can Gio district); Nha Be and Hiep Phuoc wards (old Nha Be district).
12. Cluster 12 : includes Thu Dau Mot, Phu Loi, Chanh Hiep, Binh Duong wards (Thu Dau Mot City, old Binh Duong) and An Phu, Binh Hoa, Lai Thieu, Thuan An, Thuan Giao wards (Thuan An City, old Binh Duong).
13. Cluster 13 : includes Vinh Tan, Binh Co, Tan Uyen, Tan Hiep, Tan Khanh wards (Tan Uyen City, old Binh Duong) and Thuong Tan, Bac Tan Uyen wards (Bac Tan Uyen district, old Binh Duong); Phu Giao, Phuoc Hoa, Phuoc Thanh, An Long wards (Phu Giao district, old Binh Duong).
14. Cluster 14 : includes wards Hoa Loi, Thoi Hoa, Phu An, Tay Nam, Long Nguyen, Ben Cat, Chanh Phu Hoa (Ben Cat City, old Binh Duong Province) and wards Tru Van Tho, Bau Bang (Bau Bang District, old Binh Duong); wards Long Hoa, Thanh An, Dau Tieng, Minh Thanh (Dau Tieng District, old Binh Duong).
15. Cluster 15 : includes wards of Vung Tau, Tam Thang, Rach Dua, Phuoc Thang (Vung Tau City, old Ba Ria - Vung Tau) and wards of Long Huong, Ba Ria, Tam Long (Ba Ria City, old Ba Ria - Vung Tau); wards of Chau Pha, Tan Hai, Tan Phuoc, Phu My, Tan Thanh (Phu My City, old Ba Ria - Vung Tau).
16. Cluster 16 : includes Long Hai, Long Dien, Phuoc Hai, Dat Do wards (former Long Dat district, Ba Ria - Vung Tau) and Nghia Thanh, Ngai Giao, Kim Long, Chau Duc, Binh Gia, Xuan Son wards (former Chau Duc district, Ba Ria - Vung Tau); Ho Tram, Xuyen Moc, Binh Chau, Hoa Hoi, Hoa Hiep, Bau Lam wards (former Xuyen Moc district, Ba Ria - Vung Tau); Con Dao special zone.

After the merger, Ho Chi Minh City became the locality with the largest number of schools in the country, with more than 3,500 educational institutions at all levels, nearly 2.6 million students and over 100,000 administrators and teachers.

Of which, preschool has 478,458 students, primary has 939,002 students, secondary has 759,278 students (an increase of 42,978 students compared to the previous school year) and high school has 352,051 students. To prepare for the opening of the 2025-2026 school year, the whole city is expected to put into use 1,287 new classrooms from the budget.
