High-tech crime (CNC) is a crime with qualifications, skills, specialized knowledge of technology, tools and means to carry out violations, in order to serve personal interests. To proactively prevent CNC crime, in 2021, Quang Ninh Provincial Police established the Cyber Security and CNC Crime Prevention Department. Since its establishment, the Cyber Security and CNC Crime Prevention Department has detected, combated and handled hundreds of cases related to CNC crime.
Along with that, to raise people's awareness of CNC crimes, the Provincial Police have promoted propaganda in many different forms such as: Through leaflet distribution sessions, seminars, promoting propaganda through mass media, social networks, electronic information portals... In particular, the Quang Ninh Police Cyber Security Department Fanpage has been established to regularly post and update information to warn people about fraudulent tricks and illegal acts of criminals.
In addition, the Provincial Police have held propaganda sessions for criminals targeting the elderly, officials, retirees, workers, students, etc. From April 2025 to present, the Department of Cyber Security and CNC Crime Prevention has coordinated propaganda and training for units of the Provincial Center for Nursing for Meritorious People and Officials; Environmental One Member Co., Ltd. (TKV); Dam Ha Propaganda and Mass Mobilization Department, Vang Danh Coal Joint Stock Company - Vinacomin... Hundreds of officials, workers, the elderly, and meritorious people have been disseminated skills to identify tricks such as: Impersonating bank employees, post offices to notify of receiving gifts; impersonating police officers to request money transfers; tricks to recruit online sales collaborators... At the same time, they have been instructed on how to protect personal information, bank account data, social networks, to limit the risk of being exploited and appropriated.
Along with propaganda work, the Quang Ninh Provincial Police force has deployed synchronous professional measures to resolutely detect and handle cases of law violations using CNC to appropriate citizens' property. Typically, recently, under the direction of the Provincial Police leadership, after a period of active investigation and tracing, the Department of Cyber Security and Prevention of CNC Crime presided over and coordinated with other units to deploy forces to successfully arrest 3 subjects in the case of fraud and appropriation of money when ordering fireworks via social networks, including: Nguyen Van Hai (born in 1994, residing in Vinh Phuc ); Vu Long Duong (born in 2000, residing in Vinh Phuc province); Le Xuan Duc (born in 1992, residing in Bac Ninh province).
Through initial investigation, the subjects confessed to creating a fake Facebook page called “Z121 Fireworks of the Ministry of National Defense, Hanoi” to advertise the sale of fireworks of the Ministry of National Defense via social networks in order to steal money from buyers. The subjects bought junk SIM cards, bank accounts that were not their own, and hired people to run ads to reach more people. When customers texted to ask to buy, the subjects put them in a Zalo group “specializing in wholesale and retail”, sending pictures and videos of fireworks to gain trust. A person pretending to be the “owner” called to close the order and asked the customer to transfer a deposit of 20% of the order value. Then, another person pretending to be a driver called the customer, citing the reason that the sensitive goods could not be delivered directly, and asked the customer to transfer the entire amount of the goods. Next, the subjects continued to ask the customer to transfer more money for “transportation fare” and “responsibility fee” because fireworks were prohibited goods. After receiving the money, the subjects immediately cut off contact, blocked the number and deleted the customer’s information. The subjects divided the amount of money they appropriated equally. By the time they were arrested, these subjects had appropriated nearly 1 billion VND from hundreds of victims nationwide.
Currently, the subjects have been handed over to the Criminal Police Department to complete the case file for processing according to regulations. At the same time, continue to expand the investigation, clarify related subjects and search for more victims.
Faced with the strong development of social networks, Quang Ninh Provincial Police recommends that people raise awareness and be cautious when accessing, sharing or posting information. All content posted on cyberspace must be verified, ensuring authenticity, avoiding speculation and sensational headlines that cause public confusion, affecting the rights and legitimate interests of individuals, organizations and local security and order. Any act of posting false, distorted, divisive or provocative information will be strictly handled according to the provisions of law.
