According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting and the Thanh Hoa Provincial Hydro-Meteorological Station, at 1:00 p.m. on August 29, 2025, the center of the tropical depression was at about 16.5 degrees North latitude, 112.1 degrees East longitude in the Hoang Sa special zone sea, about 630km East Southeast of the northern Quang Tri area, about 450km East of Hue City, the strongest wind near the center of the tropical depression was level 7, gusting to level 9, moving in the Northwest direction at a speed of 20-25km/h. Due to the influence of the tropical convergence zone with an axis passing through the Central region connecting to the center of the tropical depression combined with high-altitude wind convergence, the Thanh Hoa area from this evening (August 29, 2025) to the end of August 31, 2025 will have moderate rain, heavy rain, some places with very heavy rain and thunderstorms; with total rainfall in the northern and northwestern mountainous areas ranging from 100-200mm, some places over 200mm; coastal plains and western and southwestern mountainous areas ranging from 120-250mm, some places over 250mm; from tonight (August 29, 2025) and tomorrow (August 30, 2025), Thanh Hoa sea area will have winds gradually increasing to level 6, gusting to level 7, level 8, waves 2-3m high, rough seas. Risk of floods, flash floods, landslides; flooding in low-lying areas, riverbanks, urban areas.

Pursuant to Official Dispatch No. 6215/CD-BNNMT dated August 29, 2025 of the Minister of Agriculture and Environment on responding to the tropical depression in the East Sea intensifying into a storm and heavy rain in the coming days; In order to proactively respond to natural disasters, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Border Guard Command, the Directors of provincial departments, branches, sectors, units, the Chairmen of the People's Committees of communes and wards, the Director of the Provincial Hydrometeorological Station, the Director of the Thanh Hoa Maritime Port Authority, the Directors of the following Companies: Irrigation Works Exploitation, Viettel Thanh Hoa, VNPT Thanh Hoa, Thanh Hoa Electricity, Thanh Hoa Environment and Urban Works Joint Stock Company, Thanh Hoa Water Supply Joint Stock Company and related units according to their assigned functions and tasks, to closely monitor forecast information, developments of natural disasters/storms, rain, floods, promptly direct the implementation of response work according to the motto "four on-site", not to be passive or surprised to ensure safety of life, minimize damage to property of the People and the State caused by natural disasters; at the same time, focus on directing the implementation of the following key tasks:

1. For sea routes

- Closely monitor the developments of tropical depressions/storms; strictly manage vessels at sea; organize counting and notify owners of vessels and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of tropical depressions/storms to proactively avoid, escape, not move into dangerous areas or return to safe shelters (dangerous areas are identified in forecast bulletins).

- Implement work to ensure safety of people, vehicles, and property, especially for tourist areas, aquaculture, fishing, and constructions at sea, on islands, and in coastal areas.

- Based on the specific situation, proactively evacuate people from cages, aquaculture huts along the coast, at sea, and on islands to ensure safety.

-Prepare forces and means for rescue when required.

2. For on land

a) For the plain area

- Check and be ready to evacuate people from unsafe houses, areas at risk of deep flooding, river mouths, and coastal areas.

- Actively drain buffer water, prevent flooding to protect agricultural production and industrial zones at risk of flooding.

- Implement flood prevention plans to ensure smooth traffic in urban areas, especially during the country's important events celebrating the 80th anniversary of the August Revolution and National Day on September 2.

- Deploy response plans, ensure safety of dikes, especially dikes that have been damaged; organize inspections, reviews, and take measures to ensure safety of telecommunications systems and power grid systems to maintain operations without interruption before, during, and after natural disasters/storms.

- Proactively organize the harvesting of agricultural products and aquaculture areas according to the motto "green house is better than old field".

b) For mountainous areas

- Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of flooding, flash floods, landslides to clear the flow of blocked and obstructed areas; proactively organize the relocation and evacuation of people to safe places; notify each household living in areas at risk of landslides and flash floods to inspect and review the area around their residence to promptly detect unusual and dangerous signs to proactively evacuate from dangerous areas.

- Prepare plans to organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when landslides occur.

- Inspect, review, and deploy measures to ensure safety of key works, works under construction, mines, mineral exploitation areas, especially small hydroelectric reservoirs, small irrigation reservoirs, and key reservoirs; arrange permanent forces to operate and regulate reservoirs and be ready to handle possible situations.

3. Thanh Hoa Newspaper and Radio - Television Station, Thanh Hoa Coastal Information Station and grassroots information systems increase information on developments of tropical depressions/storms and floods to authorities at all levels, owners of vehicles operating at sea and people to proactively prevent and respond.

4. Provincial departments, branches and units, according to their state management functions and tasks and assigned tasks, proactively direct and coordinate with localities to respond to natural disasters/storms and floods.

5. Organize a 24/7 on-duty team, regularly report the situation to the Provincial Disaster Prevention and Control Command Office and the Provincial Civil Defense Command Standing Office for synthesis and reporting according to regulations.

Request the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of People's Committees of communes, wards and related units to seriously implement.
