At Trung Vuong Theater, Da Nang City held a ceremony to announce resolutions and decisions of the Central and local governments on the arrangement of provincial and commune-level administrative units; ending the operation of district-level units; establishing Party organizations, appointing Party committees, People's Councils, People's Committees, and Vietnam Fatherland Front Committees of cities, communes, wards, and special zones.
Attending the conference were comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, and leaders of central ministries, departments and branches.
According to Decision No. 315-QD/TW dated June 18, 2025, the Politburo decided to establish the Da Nang City Party Committee under the Central Party Committee on the basis of merging the two Party Committees of Da Nang City and Quang Nam Province.
According to Decision No. 2156-QDNS/TW dated June 23, 2025, the Politburo appointed the Executive Committee of the Da Nang City Party Committee for the 2020-2025 term, consisting of 74 comrades; appointed the Standing Committee of the City Party Committee with 23 comrades. Comrade Nguyen Van Quang, member of the Party Central Committee, Secretary of the Da Nang City Party Committee (old), was appointed to hold the position of Secretary of the Da Nang City Party Committee (new).

Speaking at the ceremony, comrade Tran Cam Tu emphasized that this is a major event, of special significance, of historical significance. From July 1, 2025, Da Nang will officially become the largest centrally-governed city in the country, with a population of more than 3 million, a rich and diverse cultural foundation, tourism infrastructure and services.
According to comrade Tran Cam Tu, the Central Government always pays attention to, supports and creates special conditions for the city's development, demonstrated through a series of specific policies and guidelines such as the establishment of a free trade zone - the first economic model in the country. Recently, the National Assembly also passed a resolution on international financial centers in Ho Chi Minh City and Da Nang, creating a favorable foundation for the new Da Nang after the merger.
To soon put the two-level government model into effective operation, serving the people and businesses, the Standing Secretariat requested the City Party Committee and Party committees at all levels from the city to the communes, wards, and special zones to promote collective intelligence, solidarity, unity, and inherit the resilient revolutionary tradition of Quang Nam.
He requested the Da Nang City Party Committee to urgently complete the master plan, effectively operate the two-level government model, realize strategic resolutions such as Resolutions 57, 59, 66 and 68; prepare well for Party Congresses at all levels towards the 14th National Congress; maintain security and defense; improve administrative discipline and remove obstacles to promote growth.
The Standing Secretariat requested the entire city's political system to focus on implementing the new administrative model, ensuring smoothness and efficiency. The merger is not simply an administrative event, but an important turning point in the regional and national development strategy.
After the announcement ceremony, comrade Tran Cam Tu, along with leaders of central ministries, departments, and agencies and leaders of Da Nang City (new) went to the Hai Chau Ward Public Administration Service Center. Here, comrade Tran Cam Tu kindly asked people who were waiting to do procedures and went to the counter to encourage the staff and civil servants on duty.
On the sidelines of the announcement ceremony, in an interview with SGGP Newspaper, Major General Nguyen Quy Nhon, former Deputy Commander of Military Region 5, believed that the new Da Nang City will develop more strongly thanks to its people, resources and support from the Central Government. With its special location - having a seaport, a city, and a border - Da Nang is like a "miniature Vietnam", with both conditions for comprehensive economic development and the potential to ensure national defense and security. However, advantages come with challenges, so it is necessary to pay more attention to maintaining the national defense posture. Economy is the driving force, but national defense and security are non-negotiable principles. In the volatile world situation, it is necessary to strengthen national defense education for cadres and the entire population, while building a solid social consensus to firmly protect sovereignty and maintain stability for long-term development.
On the same morning, at the Quang Ngai Provincial Convention and Exhibition Center, Quang Ngai and Kon Tum provinces held a ceremony to announce the resolutions and decisions of the Central Government to merge Quang Ngai and Kon Tum under the name of Quang Ngai (new) province.

On the same morning, at the Cultural and Cinema Center of Quang Binh province (old), the new Quang Tri province was officially launched after merging the two provinces of Quang Tri and Quang Binh. Attending the ceremony were Mr. Tran Hong Ha, Deputy Prime Minister; Nguyen Van Hung, Minister of Culture, Sports and Tourism; Le Thi Thuy, Deputy Secretary of the Government Party Committee and representatives of leaders of central departments and ministries.
According to the resolutions and decisions of the Central Committee, Quang Tri province has only 61 members of the Quang Tri Provincial Party Executive Committee for the 2020-2025 term; the Provincial Party Standing Committee has 18 members; and the Provincial Party Inspection Committee has 15 members.
Mr. Le Ngoc Quang, member of the Party Central Committee, former Secretary of the Quang Binh Provincial Party Committee, was appointed as the new Secretary of the Quang Tri Provincial Party Committee.

Mr. Le Ngoc Quang, Secretary of the new Quang Tri Provincial Party Committee, said: "The new Quang Tri province has an area of nearly 12,700 km², a population of nearly 1.85 million people, with a new stature and new opportunities. Let's open a new development phase that is more dynamic, more courageous, and more effective so that Quang Tri can truly become a land of intellectual convergence, spreading values, and connecting the future."
At the same time, in Thanh Hoa , Thanh Hoa province held a ceremony to announce the Resolution of the National Assembly and the National Assembly Standing Committee on ending the operation of district-level administrative units, rearranging commune-level administrative units; deciding to establish commune-level Party Committees; appointing personnel for Party committees, leaders of People's Councils, People's Committees, and Vietnam Fatherland Front Committees at commune level in the area.
The ceremony was held in person at the Thanh Hoa City Convention Center, connecting online to 166 newly established communes and wards. Comrade Le Thanh Long, Member of the Party Central Committee, Deputy Prime Minister attended.
In Nghe An province, the ceremony to announce the Resolution of the National Assembly and the National Assembly Standing Committee on ending the operation of district-level administrative units, rearranging commune-level administrative units; decisions on establishing commune-level Party Committees; appointing personnel for Party Committees, leaders of People's Councils, People's Committees, and Vietnam Fatherland Front Committees at commune level was held at the central bridge point in Vinh City and online to 130 new communes and wards.
