In Thanh Hoa province, after the arrangement and consolidation, 547 commune, ward, and town police stations were arranged into 166 ward and commune police stations, corresponding to the administrative units of the same level. This is an important turning point in the organization of the Thanh Hoa Public Security force, marking a new stage in the management and operation of the grassroots Public Security force.
With the spirit of "running and lining up at the same time", the Party Committee and leaders of Thanh Hoa Provincial Police have directed the Police of units and localities to proactively review, urge and comprehensively implement tasks to ensure conditions for stable operation of the Commune-level Police. In particular, they have directed the personnel organization agency to coordinate with units to review and comprehensively evaluate the team of cadres, leaders and commanders in terms of qualities, capacity and qualifications, in conjunction with practical work requirements and based on the proposal of the personnel organization agency. In the spirit of democracy, transparency and objectivity, the Standing Committee of the Party Committee and the leaders of the Provincial Police have thoroughly discussed and unanimously decided on a plan to arrange cadres with a very large number, thereby completing political tasks and ensuring the operation of the Commune-level Police more effectively and efficiently after the merger.

Along with that, the work of ensuring security and order (SOC) at the new units after the merger will have many new challenges, especially for the Commune-level Police. Thanh Hoa Provincial Police has organized many professional training courses for Commune-level Police to serve the merger of administrative units. The training program is built closely following the direction of the Central Public Security Party Committee and the leadership of the Ministry of Public Security with many topics belonging to key working groups: Administrative management of social order; fighting and preventing crime; staff work, force building, emulation, rewards and logistics - technical work, professional records...
All ready for July 1st
Based on the province's policy and project on the arrangement of commune-level administrative units and the implementation of the Ministry of Public Security's directives and guidelines on the organization of the commune-level police apparatus according to the new administrative boundaries, Thanh Hoa Provincial Police has issued documents on the implementation of the organization of the commune-level police apparatus in Thanh Hoa province. Accordingly, working groups were established to conduct surveys of the actual situation in new communes to plan a suitable commune-level police organization model. In addition, commanders and officers were arranged, tasks were assigned according to the regulations of the Ministry of Public Security, ensuring security and order in the area and in accordance with practical working conditions, promoting capacity and expertise. At the same time, the Provincial Police urgently deployed and prepared conditions for facilities and means to serve the work and ensure the requirements of no interruption in the settlement of administrative procedures, ensuring security and order.
To prepare for July 1, 2025, when the police units of wards and communes in the province officially come into operation, on the afternoon of June 29, 2025, Thanh Hoa Provincial Police held a ceremony to announce the Decision of the Minister of Public Security and the Director of the Provincial Police on organization and personnel according to the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units. Speaking at the assignment of tasks to the comrades of the Chiefs of Police of wards and communes, Major General To Anh Dung, Director of the Police, emphasized: This is an event of special significance, marking a historic moment in the arrangement, consolidation of the organization and construction of the police force at the commune level, which is a premise to ensure that the police at the commune level operate effectively, efficiently, and continuously grow and develop.
To ensure that the Commune Police must be truly upgraded, upgraded, comprehensive, and close to the grassroots, the Director of the Provincial Police Department requested the entire Thanh Hoa Police force, especially the Commune Police, to "act decisively, organize closely, and strictly implement, without interruption in any situation". The Ward and Commune Police Chiefs must promote their "command" spirit, set an example, and must be comprehensive, urge, and closely monitor the work in the spirit of "having a more comprehensive vision".
Established on the basis of merging 8 previous ward police stations, the Hac Thanh ward police headquarters is located at the Dong Huong ward administrative center. Immediately after receiving the new headquarters, the leaders, commanders and officers of Hac Thanh ward police quickly arranged and installed new signs, and decorated the festival according to regulations.
Receiving the decision to work at Hac Thanh Ward Police as Ward Chief, Lieutenant Colonel Mai Anh Tien shared: Immediately after receiving the new assignment, the Ward Police leadership focused on thoroughly informing officers and soldiers in the unit to seriously carry out activities, not interrupt tasks, not leave areas vacant, maintain security and order; maintain a one-stop department, ensure no congestion, and handle administrative procedures well for the people. At the same time, focus on evaluating officers, to arrange work according to their capacity, strengths... to serve people to handle administrative procedures more quickly and effectively, increase transparency, and the service attitude of the Ward Police force towards the people.
With the spirit of "urgent but certain", the work of preparing conditions for the operation of the Commune Police when merging the commune-level administrative units has been actively deployed by the Thanh Hoa Provincial Police to ensure the organization and conditions to ensure that 100% of the Commune Police will operate effectively from July 1, 2025, meeting the requirements of the tasks in the new situation.
