Until now, Ms. Nguyen Khanh Chi, a teacher at Huynh Thuc Khang High School ( Hanoi ) still cannot accept the fact that her small, obedient student Pham Hoang Gia Linh (born 2005) passed away in the fire at a mini apartment building on Khuong Ha Street, Thanh Xuan District.
Gia Linh is a former student of class 12A8, just enrolled in the University ofEducation , Hanoi National University for 2 days.
On her personal Facebook page, Ms. Nguyen Khanh Chi wrote emotional letters to bid farewell to her beloved students.
"Waiting for 5 hours to know where you are, which hospital, or where you are in that cold house, I can only hold my face and cry. It must be very difficult for you, right Linh? My child, even though the fire last night took you away, I and everyone will always love and care for you! When you go to that dream world , remember to take care of your health and be truly happy, my child!"
Ms. Chi said that because the two teachers and students loved each other and were close, they often called each other mother and daughter. She commented that Gia Linh was "as gentle as a piece of dough, sang well, and studied well".

Early in the morning of September 13, Ms. Chi received information that the mini apartment building where Gia Linh lived was on fire. She immediately picked up the phone and called Linh. On the other end of the line, there were only long rings, no one answered. The teacher's heart was burning, she could only pray for her student's safety.
After her morning shift at school, she and her fellow students in the art club (where Linh had been a member throughout high school) rushed to the 103 Military Hospital to wait.
" At that time, I just prayed that the person lying there was not my child, but the cruel truth was that my child had left us forever, " Ms. Chi said emotionally.

Before that, on the first day of school, the teacher and student hugged each other tightly. Linh also promised to return to school every year on this day. But the fire on the night of September 12 burned this promise, and she could never return to school again.
"My child has just enrolled in school and has only been in class for one day. His dream of a beautiful student life has been cut short. I haven't even had time to give him a gift to congratulate him on becoming a new student," Ms. Chi confided.
She added that the school had taken a portion of the fund to visit, encourage and support Gia Linh’s relatives. At the same time, the parents’ association, students of class 12A8 and the art club of Huynh Thuc Khang High School organized a fundraiser to support her relatives.
Dr. Nguyen Quy Thanh, Principal of the University of Education (Vietnam National University, Hanoi) also expressed his condolences to new student Pham Hoang Gia Linh.
" This is a great loss for the family and the school," said the principal, adding that the school's Youth Union is currently mobilizing kind-hearted people to join hands to support and help the female student's family. The school also visited, encouraged and shared the pain with her relatives.

At 11pm on September 12, a catastrophic fire broke out at a mini apartment building at No. 37, Alley 29/70, Khuong Ha Street (Thanh Xuan District, Hanoi), killing 56 people and injuring 37 others. Among them were 29 students and 1 teacher.
On September 13, Hanoi City Police issued a decision to prosecute the case and issue an arrest warrant to temporarily detain Nghiem Quang Minh (born in 1979; currently residing in Yen Hoa, Cau Giay, Hanoi) for 4 months for violating fire prevention and fighting regulations under Article 313 of the Penal Code. Minh is the owner of the mini apartment building where the fire occurred.
According to the authorities, the house has an area of about 200 square meters, in a small, deep alley, 400 meters from Khuong Ha street, built in a tube style with 1 facade, 3 sides bordering houses, 1 basement for parking, 8 floors of apartments and 1 attic. There are about 150 people living here. Notably, the house was licensed for 6 floors but the investor arbitrarily built 9 floors.
After the fire, the Ministry of Public Security requested local police to advise authorities at the same level to direct a general inspection and review of fire safety requirements for mini-apartments and boarding houses with high population density, promptly detect and strictly handle violations.
