Deputy Prime Minister Nguyen Hoa Binh has just signed a Decision stipulating criteria for the titles of experts, leading scientists , and chief engineers in the field of defense and security industry.
Specifically, the titles of expert, leading scientist, and chief engineer are temporary titles recognized by the Minister of National Defense and the Minister of Public Security.
In particular, the title of expert or scientist can be someone outside the armed forces; have a master's or doctorate degree in relevant science, engineering, and technology; and have 7 to 10 years of continuous experience in researching, designing, and manufacturing technical weapons and equipment, etc.
They must be people who have been assigned to preside over ministerial-level scientific tasks or focal points under the ministry; and be the authors of at least 2 exclusive patents or utility solutions currently applied in this industrial field.
For the title of chief engineer, the standard only applies to those with a master's degree or higher in science, engineering and technology, currently working at defense and security industrial establishments managed by the Ministry of National Defense and the Ministry of Public Security , with at least 10 consecutive years of experience in related fields...
At the same time, they must have leadership capacity, strategic vision for the development of the defense and security industry; have innovative thinking, understand the law, macro and micro management mechanisms; have the capacity to direct, organize, manage and operate projects in the defense and security industry.
The titles of experts, leading scientists and chief engineers must meet the political standards as prescribed by the Ministry of National Defense and Public Security and must not violate prohibited acts as prescribed in the Law on National Defense Industry, Security and Industrial Mobilization, and other relevant legal provisions.
