On the morning of June 12, at the Presidential Palace, President Luong Cuong and his wife chaired the official welcoming ceremony for President Gitanas Nauseda and his wife on their official visit to Vietnam.
Attending the welcoming ceremony were Head of the Office of the President Le Khanh Hai; Deputy Minister of National Defense Pham Hoai Nam; Deputy Minister of Science and Technology Bui The Duy; Vietnamese Ambassador to Lithuania Ha Hoang Hai; Deputy Minister of Public Security Le Van Tuyen; Deputy Minister of Foreign Affairs Ngo Le Van; Deputy Minister of Industry and Trade Phan Thi Thang; Deputy Minister of Construction Nguyen Tuong Van; Deputy Minister of Finance Tran Quoc Phuong; Deputy Minister of Home Affairs Cao Huy; Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep; Assistant to the President Duong Quoc Hung.

This is the first high-level visit by a Lithuanian head of state to Vietnam in many years, a diplomatic event of great significance, demonstrating the two countries' respect for the traditional friendship and multifaceted cooperation, and opening a new chapter for bilateral relations.

The motorcade escorting President Gitanas Nauseda and his wife entered the Presidential Palace. President Luong Cuong and his wife were present on the red carpet to warmly welcome President Gitanas Nauseda, who led the Lithuanian high-ranking delegation on an official visit to Vietnam. Representatives of the capital's children came forward to present President Gitanas Nauseda and his wife with fresh bouquets of flowers.
To the sound of welcoming music, President Luong Cuong and President of Lithuania stepped onto the podium. After listening to the national anthems of the two countries, President Luong Cuong and President Gitanas Nauseda left the podium, bowed to the military flag and inspected the Guard of Honor of the Vietnam People's Army. Next, the two leaders introduced the members of the high-ranking delegations of the two countries attending the welcoming ceremony.

Vietnam and Lithuania officially established diplomatic relations on March 18, 1992. Over the past three decades, the traditional friendship and multifaceted cooperation between the two countries have been strengthened, notably political trust, goodwill for cooperation and high complementarity between the two economies despite differences in scale and geography.
Vietnam has always considered Lithuania a sincere friend and partner in the Central and Eastern European region, while Lithuania highly values Vietnam’s growing role in Southeast Asia and the Association of Southeast Asian Nations (ASEAN). The two countries share many similarities in their visions of sustainable development, international integration, digital transformation and adaptation to global challenges such as climate change, energy security and supply chains.
The two countries closely coordinate and support each other at multilateral forums such as the United Nations, the Asia-Europe Meeting (ASEM) and ASEAN-EU. Lithuania always supports important agreements between Vietnam and the EU such as the Free Trade Agreement between the European Union (EU) and Vietnam (EVFTA) and the Vietnam-EU Investment Protection Agreement (EVIPA), creating an important legal and commercial foundation to expand economic and investment cooperation between the two sides. Lithuania is one of the countries that early ratified the EVIPA. Trade turnover between the two countries continues to make remarkable progress in recent years, reaching 192.7 million USD in 2023, increasing to 206.97 million USD in 2024 and 94.7 million USD in the first quarter of 2025.

Vietnam is a fast-growing market of over 100 million people, a gateway to ASEAN, while Lithuania has advantages in logistics, food processing technology, pharmaceuticals and clean energy. Effectively utilizing the EVFTA and promoting the ratification process of EVIPA will open up more opportunities for businesses of the two countries to access each other's markets, connecting the EU - ASEAN supply chain, especially in the context of the world restructuring the global value chain.
On the other hand, Vietnam and Lithuania have many promising areas of cooperation, especially when the two economies are highly complementary and are both moving towards sustainable development models, green transformation and digital transformation. Lithuania is one of the leading countries in Europe in developing e-government, digital governance and technology startups, while Vietnam is also promoting its national digital transformation strategy until 2030.
Cooperation in education - training and science and technology is also a bright spot in the relationship between the two countries. Many Lithuanian universities have high quality, reasonable costs, and an international learning environment, which is very suitable for the needs of Vietnamese students. The two countries can promote scholarship programs, joint training, exchange of lecturers and students, and scientific research. In addition, the two countries have potential in cooperation in high-tech agriculture, medicine - pharmaceuticals, environmental protection, tourism - culture, and high-quality labor cooperation. These areas not only bring economic efficiency but also contribute to enriching the foundation of people-to-people exchange, increasing understanding and solidarity between the two peoples.

After the welcoming ceremony, President Luong Cuong and President Gitanas Nauseda led the high-ranking delegations of the two countries to hold talks, assessing the results of cooperation between the two countries in the past and proposing directions for future cooperation. The two leaders will also witness the signing of cooperation documents between ministries, sectors and partners of the two countries.
