Continue to improve the quality of service to the people
Speaking at the meeting, comrade Vo Van Minh highly appreciated the stability and solidarity in the political system of Nha Be commune, the effective operation apparatus, which is recognized by the people. He suggested that the commune continue to improve the working regulations, the coordination regulations between the People's Council - People's Committee, and study the establishment of affiliated public service units to improve the management efficiency of the fields of environment, sports, public investment, etc.
He also noted that Nha Be commune should pay attention to arranging surplus public assets in the area to avoid waste.
After surveying the operation of the Public Administration Service Center in the commune, comrade Vo Van Minh commented that the Center operates systematically, the work of receiving and returning results to people and businesses meets the requirements. However, Nha Be commune needs to continue to improve the quality of service to people, reduce the time to handle administrative procedures as well as minimize the number of documents requiring additional information. Along with that, pay attention to the attitude of serving people of officials and civil servants, ensure professionalism, and create satisfaction for people.
He emphasized that Ho Chi Minh City and the whole country are focusing strongly on digital transformation. Therefore, Nha Be commune needs to vigorously promote this task; do a good job of non-cash payments, digitize administrative procedures. In addition, pay attention to ensuring social security, policies for people with meritorious services, ensuring the progress of public investment projects...
Regarding the activities of the People's Council, he requested the People's Council of the commune to accompany and support the People's Committee in activities serving the people and businesses, helping the Party Committee to have closer instructions, and implementing the goal of the government being close to the grassroots.
In the immediate future, he noted that the Nha Be Commune Party Committee should prepare well for the organization of the Party Congress for the 2025-2030 term and develop documents that closely follow local realities.
Proposal to soon publish non -territorial procedures
Previously, reporting to the working delegation, Chairman of the People's Committee Nguyen Van Nguyen said that the apparatus of the Commune People's Committee has been completed, ensuring operation and full implementation of state management tasks, serving people and businesses.
The operation of the Public Administration Service Center is stable. On the first day, more than 500 people came to resolve administrative procedures. From July 1 to July 15, the Center received more than 1,400 cases with nearly 3,900 records, including land and construction records. To date, the Center has resolved 100% of the records for people on time. The Center also ensures 16/16 criteria in the report on the information system for monitoring and evaluating the implementation of Resolution 57.
According to comrade Vo Phan Le Nguyen, the Commune People's Committee has prepared personnel and conditions to carry out the decentralized and authorized tasks. However, because the commune has just come into operation, it has only received and resolved the usual administrative procedures at the district and commune levels before. The commune has also announced 27 projects in the area that have been approved for detailed planning 1/500 and are exempted from construction permits.
However, the city has not yet announced the administrative procedures for non-administrative boundaries, so it cannot receive requests for resolution from the people. Currently, when this type of file arises, the Public Administration Service Center explains, guides the people clearly and shares.
On the other hand, the Urban Order Team will terminate its contract on July 30, and the Construction Inspectorate will also be concentrated at the Department of Construction, which will cause many difficulties in managing urban order, roadside order in the area...
The Chairman of Nha Be Commune People's Committee proposed that the city allow the Commune People's Committee to authorize the Deputy Director of the Public Administration Service Center to sign the results of handling administrative procedures with a deadline for implementation within the day at the center; study and allow the establishment of public service units to implement public investment projects and compensation managed by the Commune People's Committee.
Nha Be Commune also recommended that departments and branches soon advise on the announcement of administrative procedures without administrative boundaries to resolve for the people; have a mechanism to continue signing contracts with the Urban Order force.
For more information, Nguyen Kieu Thu, Deputy Secretary of Nha Be Commune Party Committee, said that Nha Be has 155 Party organizations with 3,122 Party members. The Party Committee has issued the Working Regulations of the Executive Committee, Standing Committee, and Standing Committee of Nha Be Commune Party Committee for the 2025-2030 term, specifying the functions, tasks, powers, and working relationships in accordance with the regulations of the Central Committee and the practical situation at the unit; assigning tasks to the members of the Executive Committee and the Standing Committee of the Commune Party Committee in charge of various fields...
