Proactively and actively prevent natural disasters and search and rescue at sea

Hoa Loc Fisheries Control Station forces patrol and control at sea.

At 12:30 p.m. on March 23, 2025, fishing boat TH-93369-TS owned and captained by Mr. Nguyen Van Chung in Van Loc commune was operating in the coastal area of the province when a crew member had an accident. Upon receiving the report, Hoa Loc Fisheries Control Station dispatched fishing boat numbered KN-836-TS and a canoe to approach the fishing boat with the fisherman in the accident. After approaching, officers of the Fisheries Control Station and crew members quickly brought the victim ashore for emergency treatment. Fisherman Nguyen Van Khai in Van Loc commune said: “That day, while pulling the net, I got stuck in the net rope, crushing my hand. Fortunately, the fisheries control force promptly approached the boat, gave first aid and brought me ashore for emergency treatment. My health has now recovered.”

Identifying the work of PCTT, TKCN at sea as one of the key and regular tasks, Hoa Loc Fisheries Control Station actively coordinated with Da Loc Border Guard Station, Squadron 2 of Thanh Hoa Provincial Border Guard, Hoang Truong Border Guard Station to organize patrols, inspections and controls in coastal areas. Thereby, promptly mobilizing forces and means to approach the distressed vehicle and bring the victim ashore for emergency treatment when an incident occurs.

Head of Hoa Loc Fisheries Control Station Le Cong Tinh said: “In the face of increasingly complicated weather conditions, the station has proactively developed plans and strengthened measures for disaster prevention and control at sea to participate in search and rescue, protect fishing grounds, fishermen's production, and develop the marine economy . In order for search and rescue work to be effective, the station regularly checks the ability to operate, exploit equipment, machinery, and life-saving means... to ensure safety during the performance of tasks. The station maintains a 24/7 on-duty regime and ensures timely receipt of reports when situations arise.”

Currently, the province has 6,603 fishing vessels with more than 21,600 workers directly at sea. Of these, 1,062 fishing vessels are 15m or longer in length and specialize in offshore fishing; 5,541 fishing vessels are less than 15m in length and specialize in coastal and offshore fishing. In order to proactively carry out PCTT and TKCN work, the functional forces strictly maintain the 24/7 coastal watchtower duty regime to receive information from fishermen operating on the sea. Coastal localities have established 5 maritime militia platoons; established 389 maritime solidarity groups with 1,975 fishing vessels and attracted over 14,290 workers to participate, regularly operating in the province's sea areas and fishing grounds nationwide.

Head of the Sea and Islands Exploitation Division, Thanh Hoa Sea and Islands Sub-Department, Le Ba Luc, said: “To proactively carry out the work of PCTT, TKCN at sea, the unit is actively coordinating with coastal communes and wards to organize propaganda to raise awareness of TKCN work for fishermen. Coastal localities actively consolidate and develop solidarity groups for exploitation at sea, to support each other in production, when accidents and natural disasters occur at sea. In addition, instruct fishing boat owners to notify fishing ports, border posts and stations on the sea about the communication frequency of the boat. During the process of exploiting seafood at sea, if there is an incident or accident, the captain immediately notifies the shore station system and the nearest forces... about the location of the fishing boat in the accident, the number of people on board and sends out a distress signal when necessary. When there is a storm or tropical depression, the captain uses urgent measures to bring the fishing boat to avoid or return to a safe anchorage”.

With the proactive and active implementation of PCTT and TKCN measures, we have contributed to minimizing damage to people and property of fishermen operating at sea.
