After implementing the arrangement and merger of commune-level administrative units and organizing a 2-level local government model, the Lao Cai Provincial Branch of the Vietnam Bank for Social Policies has 17 transaction offices and a provincial headquarters, managing and investing credit capital in 99 communes and wards. The branch is signing authorization contracts with 4,398 savings and loan groups.
The province currently has a total of 319 transaction points. Of these, 62 transaction points are located at the headquarters of the People's Committees of communes and wards after the merger; 98 transaction points are located at the headquarters of the People's Committees of old communes; 159 transaction points are located at village cultural houses or similar.
Up to now, the Branch has organized 232 transaction sessions, ensuring smooth, safe, effective, timely service, meeting the people's wishes. Loan turnover from July 1, 2025 to July 18, 2025 is 102.5 billion VND with 1,501 loans; debt collection turnover is 136.6 billion VND. The total outstanding debt of the Branch as of July 18 reached 11,227 billion VND, an increase of 843 billion VND (up 8.1%) compared to the beginning of the year with 21 policy credit programs being implemented; reaching 78% of the growth plan.
Speaking at the meeting, Mr. Huynh Van Thuan, Deputy General Director of the Vietnam Bank for Social Policies, praised the achievements of the Lao Cai Branch of the Vietnam Bank for Social Policies in recent times, especially in ensuring smooth operations after the merger.
He suggested that in the coming time, the Branch continue to advise local Party committees and authorities to pay attention to creating favorable conditions for facilities, arranging commune transaction points, and transferring entrusted budget capital to the Vietnam Bank for Social Policies to lend to poor households and other policy beneficiaries.
At the same time, urgently consolidate and improve the organization of the trust network, improve credit quality, strengthen inspection and control in professional management and loan supervision, closely coordinate with localities and mass organizations to improve the effectiveness of policy credit in the area...
On this occasion, the delegation conducted field inspections at transaction points in Xuan Ai, Yen Hop, Phong Nien, and Xuan Quang.
The delegation highly appreciated the efforts of the transaction offices in closely following the direction of the Central Bank for Social Policies and the Provincial Bank for Social Policies Branches, effectively implementing preferential credit programs, especially in expanding access to capital for poor households, near-poor households and other policy beneficiaries, actively contributing to sustainable poverty reduction and socio -economic development in the locality.
