After Decree 176 was issued by the Government, fully aware of the profound humanitarian significance of the policy, the authorities of communes and wards in Lao Cai province quickly implemented it so that the elderly could enjoy the regime as soon as possible.
Being informed and popularized about social pension benefits by local authorities and socio-political organizations, Ms. Pham Thi Diep (Dong Chao village, Viet Hong commune) went to the commune People's Committee headquarters to complete procedures to receive social pension benefits.
Here, within about 30 minutes, she was guided and supported in declaring the necessary information.
At the age of 79, Ms. Diep could not hide her joy when she benefited from the elderly support policy issued by the State. For her, this is not only practical support to help reduce difficulties in life, but also a great source of spiritual encouragement in her old age.
Like Ms. Diep, who left the Viet Hong commune headquarters with a satisfied smile, Mr. Pham Ngoc Long (77 years old, Chao village) expressed his confidence in the social pension policy. As a near-poor household, he hopes that this support will contribute to improving the quality of life in his old age.
I was enthusiastically guided by the civil servants of the Cultural and Social Affairs Department of the commune, so the information declaration process was very quick and easy.
Through statistics and screening, Viet Hong commune has 82 people aged 70 and over who are eligible for social pension benefits according to the Law on Social Insurance on social pension benefits, which is detailed and guided in Decree 176 of the Government .
Comrade Nguyen Anh Tuan, Head of the Department of Culture and Society of Viet Hong commune, said that the department has consulted with the People's Committee of the commune to issue a document directing the review of beneficiaries and propaganda in many forms so that people know the policy; assign civil servants to support people in declaring their records, ensuring that no beneficiaries are left out, avoiding disadvantages for the elderly.
Up to now, the commune has completed the documents and is conducting appraisals to ensure sufficient conditions for making decisions and paying social pension benefits to the proposed subjects according to legal regulations.
In Sin Cheng commune, according to data transferred from the Department of Culture, Science and Information of Si Ma Cai district (old), the locality has 109 elderly people, of which 27 are aged 70-75 and 82 are over 75.
To help people know the policy in Decree 176, the Commune's Department of Culture and Society has promptly consulted on propaganda documents and instructions for people on digital platforms such as: The commune's electronic information portal (sincheng.laocai.gov.vn), fanpage, zalo group, newsletter on the commune's loudspeaker system, mobile loudspeaker system at the weekly Wednesday market and at village meetings, community activities....
The characteristics of the new Sin Cheng commune are its large area and uneven population. To help people access policies quickly and effectively, the Department of Culture and Society has arranged for specialists to directly receive and guide people through procedures; and guide people to go to the Public Administration Service Center to directly submit according to regulations.
For illiterate seniors, the Department assigns the responsible department to directly help declare and submit information through the identification account of the responsible officer or submit through the identification account of the applicant's relative.
The unit continues to promote the dissemination of policies and regimes to the people, raising the spirit and responsibility of serving the people of the officials and civil servants in charge, not leaving out or not reaching the right subjects. The return of results and receiving the subsidy decision is carried out within no more than 10 working days from the date of receiving the application.
According to preliminary statistics, the whole province has more than 13,000 elderly people receiving social pension benefits.
Immediately after the Government issued Decree 176 detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social pension benefits, communes, wards and relevant agencies in the province quickly implemented the policy to soon put it into practice.
The Department of Health has issued a document to communes and wards to implement social assistance policies after organizing two-level local governments and providing guidance on some specific contents.
Master Do Ngoc Son, Head of Social Protection Department, Department of Health, said that communes and wards have focused on doing a good job of propaganda and dissemination so that people know about the policy and provide timely support in terms of procedures so that the elderly can soon receive social retirement benefits.
The Government Decree also stipulates very clearly, the procedures are simple. Administrative reforms from population data help the implementation to be quick and convenient.
Social pension benefit level
According to Decree 176, Vietnamese citizens are entitled to social pension benefits when meeting the following conditions:
a) 75 years of age or older;
b) Not receiving monthly pension or social insurance benefits, or receiving monthly pension or social insurance benefits lower than the retirement benefit level prescribed in this Decree;
c) Have a written request to receive social pension benefits.
In case of poor or near-poor households, they only need to be between 70 and 75 years old and meet the conditions at points b and c above.
The monthly social pension benefit is 500,000 VND/month.
In case of concurrently being eligible for monthly social allowance, the allowance will be higher.
Depending on socio-economic conditions, the ability to balance the budget and mobilize social resources, the Provincial People's Committee shall submit to the People's Council of the same level a decision on additional support for social pension beneficiaries.
