Official launch of Vietnam Science and Technology Exchange

The Science and Technology Exchange was launched by the Ministry of Science and Technology with the aim of promoting technology transactions, improving productivity and efficiency in production and business.

On the afternoon of June 30 in Hanoi, the Ministry of Science and Technology held the launching ceremony of the Vietnam Science and Technology Exchange and its development orientation in the coming time.

In the context of digital transformation and innovation being a global trend, the technology market is emerging as an important driving force for economic growth, especially in developed countries.

According to the World Intellectual Property Organization and the World Bank, economies with well-developed technology markets typically record 3-5 times higher levels of investment in research and development (R&D) and patent commercialization than countries without professional technology markets.

In OECD countries, technology markets have played an important role in improving national productivity and competitiveness, bridging research and application, promoting the commercialization of intellectual property and knowledge transfer.

Since the 1990s, the technology exchange model has been formed and developed strongly in the US, Europe and China, not only as a connection platform but also as an institution integrating evaluation, valuation, legal and financial consulting, quality standards and intellectual property services.

As a pioneer in Asia, China successfully built and operated the Shanghai Technology Exchange (STEX) in 1993. From a small-scale technology brokerage center, STEX has become the core of Shanghai's innovation ecosystem. As of 2023, STEX recorded more than 4,000 technology transactions with a total value of about 60 billion USD. This model has clearly demonstrated the important role of technology exchanges in connecting technology supply and demand, helping technology become a special commodity that can be measured and transferred transparently.

Vietnam has gathered the premises to develop technology transactions: From the policy on breakthroughs in science and technology development, innovation and national digital transformation (Resolution No. 57-NQ/TW and Resolution No. 193-NQ/TW), to increasingly complete digital infrastructure, the urgent need of enterprises in improving productivity, technological innovation, and escaping the "low value-added trap."

Vietnam has had more than 10 years of establishment and operation of a system of 22 local technology information portals and organized many large-scale technology supply-demand connection activities such as: Techmart, Techconnect and Innovation, Techfest. These platforms have laid an important foundation for the development of a technology exchange model.

From international experience, it can be seen that the technology exchange is not only a technical tool, but also a core infrastructure institution that promotes innovation and the development of the knowledge economy. The birth of the Vietnam Science and Technology Exchange plays the role of an “extended hand” between research, production and the market.

Currently, the Vietnam Science and Technology Exchange (phase 1) has information on: 600 technologies offered for sale in the form of equipment and machinery; 50 technology purchasing needs; 150 technology consultants and brokers. The exchange has the function of supporting organizations, businesses, and individuals to display and introduce technologies and equipment offered for sale through booths.

To continue to improve the Vietnam Science and Technology Exchange (phase 2), in the coming time, relevant agencies need to develop additional features: Online technology supply-demand interaction; technology consulting and brokerage; tools for statistics on transaction quantity and value; consulting services on finance, intellectual property, technology transfer, etc. At the same time, it is necessary to develop, improve and connect to science and technology databases, innovation; combine online and direct exchanges.

The Exchange is invested and operated according to the model: Public-private partnership, in which the State invests in infrastructure, online Exchange platform, shares scientific and technological databases, policies to support businesses buying and selling technology through the Exchange, ensuring safety, transparency and synchronization.

It is expected that by November 2025, the Vietnam Science and Technology Exchange will officially come into operation.

The establishment of the Science and Technology Exchange in Vietnam will become a new growth driver, making an important contribution to modernizing the science and technology institution and shifting the economic development model in depth./.
