Virtual assistant ready to support 1.5 million officials and civil servants after province merger on July 1

From July 1, 2025, the two-level local government model will be operated synchronously nationwide, affecting nearly 1.5 million cadres and civil servants at commune, ward, provincial and city levels.

To support civil servants, the National Digital Transformation Agency - Ministry of Science and Technology cooperated with Viettel Data Services and Artificial Intelligence Center (Viettel AI) to develop a Virtual Assistant for civil servants.

The virtual assistant for civil servants is built on a standardized data platform from 28 decrees, covering 19 fields and supporting the search of 2,700 tasks. This tool was introduced to 1.5 million civil servants at the training conference on the organization and operation of two-level local government apparatus in mid-June.

The civil servant virtual assistant can be used 24/7, on many devices such as computers, phones, and tablets. Instead of searching manually, civil servants enter questions directly to the virtual assistant. The system provides clear answers, in the context of the work, and references related legal documents.

For example, with the question "What are the responsibilities of commune level in vaccination management?", a regular search engine returns millions of unsorted results. Meanwhile, the virtual assistant for civil servants will provide specific content, with citations of legal documents.

In the management field of the Ministry of Science and Technology, from July 1, the People's Committees at the commune level will manage the state on product and goods quality, and on investment in information technology application using budget capital within the scope of tasks and powers.

In the telecommunications sector, the granting, amendment, supplementation, re-granting, and extension of telecommunications service licenses provided on the fixed-line telecommunications network are carried out by the People's Committee of the province where the enterprise has its headquarters.

In the field of intellectual property, the recognition of organizations meeting the conditions for industrial property representation service business is carried out by the Provincial People's Committee.

"Civil servants will not have to waste time flipping through each page of the decree or struggling to find answers from colleagues. They just need to type in their questions, the virtual assistant and the system will provide answers immediately," said the development team.

Viettel AI representative said that the Virtual Assistant for civil servants will be continuously updated with regulations and administrative procedures in accordance with decentralization and delegation of authority. In the future, the virtual assistant will expand its Q&A data to legal documents, tasks, targets, figures, work processes and internal documents of agencies and units.

In addition to the lookup function, the virtual assistant will automate some administrative tasks, moving towards forming an open platform for e-administration and building a digital business ecosystem.

The task of building an AI virtual assistant system to support people and officials in looking up and resolving administrative procedure problems when rearranging administrative units was assigned to the Ministry of Science and Technology by the Government's Steering Committee on rearranging administrative units and building a two-level local government model, in an official dispatch dated June 4, 2025.

After the reorganization, the country will have 34 provincial-level administrative units and 3,321 commune-level administrative units. The district level will not be maintained, replaced by a two-level local government including the provincial level and the grassroots level./.
