Ministry of Industry and Trade requires cutting at least 30% of business conditions

The Minister of Industry and Trade requested that functional units under the Ministry proactively coordinate with the Legal Department to focus on reviewing, advising on supplementing, and perfecting plans to cut at least 30% of business conditions.

The Ministry of Industry and Trade has just issued Official Dispatch No. 5940/BCT-VP on focusing on completing the reduction and simplification of administrative procedures and business conditions according to the tasks assigned in Resolution No. 66/NQ-CP.

Specifically, on August 4, 2025, the Prime Minister issued Official Dispatch No. 127/CD-TTg on focusing on completing the reduction and simplification of administrative procedures and business conditions according to the tasks assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program for reduction and simplification of administrative procedures related to production and business activities in 2025 and 2026.

To seriously and effectively implement the above-mentioned Official Dispatch of the Prime Minister, the Party Secretary and Minister of Industry and Trade requested functional units under the Ministry to proactively coordinate with the Legal Department to focus on reviewing, advising on supplementing and perfecting the plan to cut at least 30% of business conditions under their management in accordance with the direction of the Politburo , General Secretary To Lam, the Central Steering Committee and the Government in Resolution No. 66/NQ-CP.

At the same time, complete the review, completion, standardization, announcement, and full publicization of administrative procedures related to production and business in the industrial and trade sector that have been decentralized and delegated to localities, especially administrative procedures related to the export and import of products and goods.

At the same time, promote guidance and training activities (focusing on effectively applying online forms and artificial intelligence applications).

Inspect, supervise, and support localities in the initial stages of receiving decentralized tasks, ensuring smooth and effective implementation, without congestion or impact on investment, production, and business activities of people and enterprises. To be completed no later than August 15, 2025.

The Ministry of Industry and Trade also noted the urgent need to review and amend regulations that are inconsistent with the implementation of administrative procedures regardless of administrative boundaries within the province, such as requirements for people and businesses to carry out administrative procedures at their place of residence or headquarters or the place where the results of administrative procedures are first issued...

Review and issue detailed, nationwide guidance documents on new business processes after administrative unit rearrangement, to be completed no later than August 30, 2025.

For the Department of E-commerce and Digital Economy to preside over and coordinate with relevant units, speed up the progress of building and updating data of 40 industry and trade databases in real time for databases that must be updated in real time and at the prescribed frequency for other databases.

Thereby, ensuring the criteria of "correct-sufficient-clean-living-unified-shared" to connect, synchronize, and share data with the National Public Service Portal, the Provincial Administrative Procedure Information System to serve the reduction and simplification of administrative procedures.

Furthermore, providing comprehensive, personalized and data-based online public services in accordance with the Government's direction in Resolution No. 214/NQ-CP dated July 23, 2025 promulgating the Government's Action Plan on promoting data creation for comprehensive digital transformation and the Minister's direction in Document No. 5568/BCT-TMĐT dated July 25, 2025.

On the other hand, promptly review and correct errors in the Information System managed by the Ministry (if any), ensure compliance with the 2-level local government organization model and fully connect and share data with the provincial administrative procedure settlement information system to serve the settlement of administrative procedures, ensuring that the implementation of administrative procedures is not dependent on administrative boundaries within the province. Complete before August 15, 2025.

In addition, the head of the unit is responsible to the Standing Committee of the Party Committee of the Ministry and the Minister for the results of cutting and simplifying administrative procedures and business conditions in the assigned management areas according to the requirements of Resolution No. 66/NQ-CP dated March 26, 2025 of the Government and the tasks in this document. Periodically, before the 20th of each month, send reports on the situation and implementation results to the Ministry Office for synthesis and reporting to the Minister and the Ministry's leaders according to regulations.

The Ministry of Industry and Trade requests the Ministry's Office to monitor and urge the implementation of this document, and report to the Minister and the Ministry's leaders before the 23rd of each month.
