The Department of Health requires units to organize professional and emergency duty 24/7, not to interrupt emergency and treatment work for people; deploy plans to protect medical facilities in areas at risk of being affected by storms and floods, be ready to evacuate medical facilities in low-lying areas at risk of flooding; ensure adequate supply of medicine and essential supplies for people, promptly replenish reserves of medicine, chemicals, and spare supplies, not to be passive or surprised.
For hospitals and medical centers with beds, prepare human resources, ambulances, equipment, medicines, consumables, etc. to be on duty 24/7 to be ready to respond to people in localities affected by the storm when ordered. Proactively evacuate patients, medical equipment, and medicines to solid buildings; move seriously ill patients, ventilators, and other emergency resuscitation equipment to higher floors to avoid flooding. Prepare plans to ensure power supply for emergency care and treatment of patients; supplement medicine, equipment, and means to provide emergency care for direct or indirect injuries caused by collapses, burials, and respond to mass casualties. Prepare plans, medicine, equipment, emergency vehicles, and human resources to be ready to set up field emergency stations in areas with high terrain to avoid flooding.

The provincial Center for Disease Control and its affiliated medical centers proactively deploy plans to prevent and control epidemics when situations arise; consolidate and maintain mobile anti-epidemic teams to support grassroots levels in monitoring and handling epidemics and circulating infectious diseases. At the same time, organize propaganda and guide people to implement measures to prevent and control epidemics; guide medical staff and people to take measures to prepare and be ready to respond to situations of heavy rain, storms and floods. Ensure human resources, drugs, chemicals, equipment and facilities for the prevention and control of infectious diseases in localities in areas affected by storm No. 5, areas affected by heavy rain, flash floods, inundation and landslides.
