Deputy Prime Minister Tran Hong Ha requested the Ministry of Public Security to preside over and coordinate with relevant agencies to draft a directive to strengthen the effective implementation of new regulations in the Law on Road Traffic Order and Safety, and submit it to the Prime Minister before March 31, 2025.

Continue to strictly implement the provisions of Decree No. 168/2024/ND-CP, Decree No. 151/2024/ND-CP and provisions in relevant legal documents to form the habit of complying with the law on road traffic, restore order and discipline in ensuring traffic order and safety; determine the highest goal is to reduce damage to people's lives, health and property, and determine that people's security and safety must be given top priority.

The Ministry of Public Security shall preside over, together with the Ministry of Transport , review, evaluate and propose to improve the model of the National Traffic Safety Committee and the Traffic Safety Committees of provinces and centrally run cities in accordance with the requirements in the new situation, and report to the Prime Minister in the first quarter of 2025.

When a particularly serious traffic accident occurs, within 2 hours at the latest, a quick report must be made to the Prime Minister on the initial cause, the rescue situation, and overcoming the consequences of the accident. At the same time, propose content for the Prime Minister to direct relevant ministries, branches, and localities to continue visiting, encouraging, rescuing victims, and overcoming the consequences of the accident.

The Ministry of Transport continues to perfect and legalize regulations, standards, and planning on ensuring traffic order and safety, such as traffic corridors, infrastructure design, traffic structures, warnings, signs, means of transport, etc.

Ministries, sectors and localities focus on proposing and implementing solutions to sustainably reduce traffic congestion in large cities and urban areas. Strengthen solutions for traffic safety management and driver management at transport businesses.

Urgently review and complete the requirements for developing traffic infrastructure according to authority, focusing on reviewing, fixing, and organizing reasonable road signaling systems, adding additional guidance signs, marking lines to divide lanes and road sections...

Repair and fix traffic light systems, restore or expand traffic light countdown clock systems; organize overall traffic flow in cities and large urban areas to avoid the situation of "handling this place, causing another place"; ensure urban order, handle encroachment on roadsides, sidewalks, illegal parking causing obstruction and traffic jams...
