The Washington Post reported that the deal was passed with bipartisan support in both houses, ahead of a September 30 deadline to approve a new budget or begin shutting down federal agencies, just five weeks before the election.

The deal would keep the government operating at current spending levels until December 20, which is through the November presidential election.

"Americans can breathe a sigh of relief. We will keep the government open. We will prevent the risk of unnecessary shutdowns of critical government services," said Senate Majority Leader Chuck Schumer.

Congress also approved more than $230 million for the Secret Service to beef up protection for Republican presidential candidate Donald Trump, who has faced two assassination plots, and other candidates on the campaign trail.

This is the final legislative action by more than 500 lawmakers before the election.

Most members of both houses have now returned to their home states to campaign and are not expected to return to Washington until after the election.
