Given the importance of the exam, the High School Graduation Exam Regulations have strict regulations on the roles and tasks of each force participating in each stage of the exam.
The Head of the Examination Site will be responsible for managing all activities at the examination site; preserving, using examination papers and preserving examination papers at the examination site. Ensure that rooms not in use during the examination session are locked and sealed before each examination session.

The head of the examination site will also coordinate with the police force to deploy solutions and technical equipment to prevent candidates from cheating during the exam when requested by the Examination Council or the Provincial Examination Steering Committee.
Before each exam session, the Head of the exam site must have a plan to ensure that the means of collecting and transmitting personal information of all those on duty at the exam site must be kept in the on-duty room. The equipment is locked and sealed until the end of the exam session.
This person also assigns invigilators 1, invigilators 2, and exam room supervisors to draw lots for positions to perform supervision duties; draw lots for positions to perform exam invigilation duties and how to number the exam registration in the exam room, ensuring the principle that one invigilator does not supervise the exam more than once in one exam room during the exam. The exam regulations also stipulate that there are at least 5 ways to number the exam registration in the exam room for the invigilators to apply, not to number arbitrarily.
Examination sites must arrange a place to store candidates' belongings, including: personal items, documents that are not allowed to be brought into the examination room, ensuring a minimum distance of 25 meters from the storage place to the examination room of the candidate taking the exam.
The head of the examination site is required to promptly report any unusual incidents (if any) to the Examination Council, especially incidents related to the examination papers and incidents affecting the rights of candidates. Timely exchange with the police force information affecting the security, safety and protection of state secrets with the examination papers to coordinate handling according to regulations.
Absolutely no creative handling of situations
For the invigilator, the exam regulations stipulate the role and responsibility of supervising the exam in the exam room according to the regulations. During the time the candidates are taking the exam, the invigilator is not allowed to leave the exam room (except in cases of force majeure and must receive the consent of the Head of the exam site).
The invigilator is also responsible for preserving the exam papers from the time of receipt until the end of the exam session.
The exam supervisor has the right to make a record of the candidates if they are found to have violated the regulations.

When an unusual situation occurs during the exam, the invigilator must not leave the exam room but must notify the Head of the exam site immediately through the supervisor outside the exam room for consideration and decision before handling.
In addition to the invigilators, there are also exam room supervisors working outside the exam room.
Examination room supervisors only perform their duties in the assigned area. Each examination room supervisor supervises no more than 3 adjacent examination rooms on the same floor and in the same building.
In case a candidate is allowed to leave the examination room, this force is responsible for supervising the candidate to ensure that he/she does not come into contact or communicate with other candidates during the entire process of leaving the examination room.
Before the exam took place, the Ministry of Education and Training set up many delegations to inspect the preparation work for the exam organization in localities. One of the contents that the leaders of this Ministry reminded localities was to thoroughly train the exam regulations for officials and teachers participating in the exam organization.
In particular, when situations arise, officers and teachers should pay attention to handling them in accordance with regulations and rules, and absolutely not create them on their own. In case of new, difficult situations that exceed their authority, they can report to the Examination Council for guidance.
