On the afternoon of June 27, the Ministry of Education and Training (MOET) held a press conference to provide information about the 2025 high school graduation exam. Deputy Minister of Education and Training Pham Ngoc Thuong chaired the press conference.

No negative or fraudulent records

Evaluating the exam, the Ministry of Education and Training stated that the exam invigilation took place as planned, safely, seriously, in a friendly spirit, creating the most favorable conditions for candidates.

Statistics reported by localities and inspection teams show that during the entire exam, 41 candidates violated exam regulations and were suspended from the exam due to using documents and bringing phones into the exam room; no officials were recorded violating exam regulations; and no negative phenomena or organized cheating were recorded.

Professor Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that up to this point, there has been no case of anyone being unable to take the exam due to difficult conditions. Accordingly, the National Steering Committee for the High School Graduation Exam will provide guidance and direction for the exam marking process in the context of the merger, so localities can rest assured.

Regarding the fact that some exam codes have very difficult questions, Professor Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, said that this year's exam has begun to prioritize assessing students' abilities. The structure and format of the exam have also changed. However, the impact on difficulty comes from other issues.

According to Professor Nguyen Ngoc Ha, the difficulty of the exam is the point that the Exam Steering Committee directs and thoroughly grasps before the exam preparation takes place. This year's orientation has changed but not suddenly, including the difficulty of the exam. Before the exam preparation council worked, the Ministry of Education and Training organized a large-scale test of the exam in the 3 regions to see the level of response of students, in order to adjust the difficulty of the exam.

Regarding the information that some subjects such as math and English are more difficult or equivalent to the sample test, Professor Nguyen Ngoc Ha acknowledged and said that he will review and clarify further.

Commenting on the English exam, Ms. An Thuy Linh, a teacher at Luong The Vinh Secondary and High School ( Hanoi ), said that the amount of vocabulary and grammar structures used was at a much more advanced level than the amount of words in the textbook. With 50 minutes, students who work carefully and seriously may run out of time, because the amount of information and language is large and long.

English subject predicts few scores of 10, only really good students can get 8-9 points.

Ms. Cu Thi Thu Thuy, a teacher at Tuyensinh247.com, assessed that the test was reasonably designed, avoiding the trick questions, instead, it included current and interdisciplinary passages, helping students apply English in practice and develop critical thinking and deep reading comprehension skills. However, the advanced reading section has uneven difficulty, which can easily cause difficulties for students in areas with limited learning conditions.

Exam scores announced on July 16

As planned, on July 16, the Ministry of Education and Training and localities will announce high school graduation exam scores and consider graduation recognition.

The Ministry of Education and Training said that in the coming time, it will continue to direct, guide and strengthen inspection, examination and supervision to ensure good implementation of the stages of marking exams, comparing exam score data, announcing exam results, reviewing exam papers, considering recognition of high school graduation for candidates and university admission.

The inspection teams of the National Examination Steering Committee and the Ministry of Education and Training's examination marking inspection team will inspect the marking work at all examination councils during this activity to enhance the seriousness of the marking work.

Provinces and cities strictly and seriously implement the process of marking essay exams, multiple-choice exams and reviewing exams to ensure compliance with regulations and instructions of the Ministry of Education and Training. Strengthen information technology infrastructure to ensure the announcement of exam results at 8:00 a.m. on July 16, absolutely avoiding network congestion. At the same time, be ready to support candidates to change their university and college admission application wishes after the exam results are available.

Regarding information about whether or not there was a leak in the exam questions, Professor Huynh Van Chuong said that the National Steering Committee for the High School Graduation Exam has noted the use of high technology and artificial intelligence and localities have been well trained.

After the math exam ended at 4 p.m. on June 26, there was no information about the exam being leaked. However, on the evening of the same day, information about the exam being leaked before the exam was completed appeared on the internet. This information was received by the Exam Steering Committee, discussed with the Internal Political Security Department (Ministry of Public Security) to find the source, verify, and strictly handle.

The exam is highly rated.

On the first day of the exam, literature and math were highly appreciated by experts. The elective subjects in the third exam session were also considered suitable for the exam.

Master Phung Xuan Cuong, a teacher at Vinh Vien High School (HCMC), said that this year's English exam closely followed the sample exam structure of the Ministry of Education and Training, with many important adjustments compared to the old program. The sections on phonetics and stress have been completely removed, replaced by questions entirely in the form of reading passages. Compared to last year, the level of differentiation is more obvious: the proportion of questions at the recognition level has decreased from about 1/3 to only 25%, the majority of the remaining questions require the ability to understand and apply knowledge. With this structure, the score range this year is expected to be lower. It is highly likely that over 50% of candidates will have below average scores and the most common score will be around 4 points.

Dr. Nguyen Quoc Anh, Vice Principal of Ho Chi Minh City University of Technology, said that the literature subject (the only essay subject - PV) is considered to be a good subject, suggestive and limits "cramming". In particular, the social argument with the statement "Every homeland's sky is the Fatherland's sky" creates conditions for candidates to express their emotional depth and current affairs perspective. The math subject has changed significantly according to the new program, with increased difficulty and high requirements for applied thinking - the score range is predicted to be concentrated in the range of 6-7 points, very few candidates get 9-10 points.

Similarly, the exam questions for foreign languages and the remaining subjects (physics, chemistry, biology, computer science, history, geography, economic and legal education, technology) also show a trend towards increasing comprehensive and highly classified assessment of abilities, while minimizing the element of chance. The emergence of new subjects such as computer science and technology helps to expand the choices for candidates, however, the exam questions for these subjects are of considerable length and complexity.

Dr. Nguyen Quoc Anh said that with the general level of this year's exam, the score distribution of the entire exam is predicted to be mainly concentrated in the range of 6-7 points. Traditional combinations such as A00, B00, D01 tend to differentiate clearly, with common scores ranging from 18-22 points, while the number of candidates achieving 25 points or more is not much. This score distribution basically meets the graduation assessment goal, and at the same time, it is predicted that the university standard score will remain the same or decrease slightly in some majors.

Dr. Nguyen Trung Nhan - Head of Training Department of Ho Chi Minh City University of Industry - said that the math and literature exams are open and creative, but the average scores for these two subjects are likely to be lower than those of the previous two years. Therefore, this year's benchmark scores for traditional admission combinations may decrease slightly.
