From the perspective of a Math teacher, Dr. Tran Nam Dung, Vice Principal of the Gifted High School (Ho Chi Minh City National University) affirmed that this year's multiple-choice test has limited the situation of "guessing" (choosing answers randomly, not based on any knowledge or reasoning when doing a multiple-choice test). Part II and Part III of the multiple-choice test are in the new true/false and short-answer format, requiring candidates to think to be able to do it. Part I has multiple-choice questions, candidates can "guess" but the questions are all at the graduation level.

For Math, Dr. Tran Nam Dung is interested in 2 combinatorial problems in the exam. These two problems are difficult but useful. The thinking and methods used to solve them are basic thinking. The problems on combinatorics and statistical probability are included in the exam for the first time with the requirement to solve practical problems, showing that the 2018 program aims to assess students' abilities instead of requiring knowledge content. These are also 2 types of math that have never been taught in high school, so it takes time for students to get used to them.

At the press conference to conclude the organization of the 2025 high school graduation exam held by the Ministry of Education and Training last night, press agencies expressed concerns about the difficulty of this year's exam in some subjects such as Math, Literature, and English. Prof. Dr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training, Head of the Exam Board, shared that this year's high school graduation exam has many new points after many years of preparation in the direction of assessing the capacity of the 2018 general education program. In particular, the exam format structure has completely changed, especially in natural science subjects. These new points sometimes make candidates confused.

According to Mr. Ha, these points were anticipated by the Ministry of Education and Training and were directed, discussed, and thoroughly understood before organizing the graduation exam this year. For candidates, the Ministry has also had "transitional" steps such as issuing the structure and format of the exam since 2024. Last February, the reference exam was announced. From there, teachers can guide students on how to study and take the exam. The Ministry of Education and Training has organized a large-scale test trial in all three regions to assess students' ability to respond and to adjust the difficulty of the exam.

Regarding the fact that candidates and teachers have reflected that this year's graduation exam has many differences from the reference exam, Mr. Ha said that this year, the Exam Board did not build it according to the question bank process but rather the exam library. This method is based on expert methods, the exam matrix is ​​randomly built during the exam creation process according to the arrangement of the exam software. This has two obvious impacts: ensuring objectivity in the exam creation process and requiring students to study for the exam, not having the situation of studying to cope with the exam. This way of creating questions also limits the situation of practicing exam preparation in a rut and tricks.

Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the National High School Graduation Exam Steering Committee, affirmed that the exam aims to assess students' abilities and solve real-life problems. At first, it was difficult and confusing. The Ministry of Education and Training acknowledged this. But the exam is starting to approach assessing students' abilities, forcing students and teachers to change their teaching and learning methods, to learn for real, and to demonstrate real abilities.

Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, added that along with the process of renewing the exam questions, the Ministry is building a roadmap for computer-based exams. Accordingly, the testing will be completed in 2027 and the official implementation will be in 2030. The transfer of exam questions via the transmission line of the Government Cipher Committee this year is a digital transformation solution, gradually moving towards computer-based exams.

Breath of the times

Master Trinh Ngoc Cham, History teacher, Literature - Social Sciences group, High School of Educational Sciences (Hanoi National University) commented that this year's History subject has many innovations in exam structure and question format. Compared to previous years, the exam structure in 2025 consists of two main parts: Multiple choice and true/false questions (previous years only had multiple choice questions). The total number of questions has been reduced to 28, but the requirements for thinking and skills have been significantly improved.

True-false questions require students not only to have solid historical knowledge but also to have the ability to read and understand texts, identify arguments and evidence in specific contexts. This is one of the positive changes, helping to more comprehensively assess students' historical cognition and reasoning abilities.

In terms of content, the 2025 exam not only tests pure knowledge but also has practical questions, referring to current issues related to the current cause of national construction and protection, especially the renovation process and the issue of protecting sovereignty in the East Sea, thereby arousing historical awareness and civic responsibility in students.

According to teachers, the exam questions for this year’s graduation exam are difficult not because of tricky or tricky questions. The exam questions are difficult because they require students to approach knowledge in a way that assesses their abilities. Therefore, it is predicted that there will no longer be a situation of “raining 10s” in many subjects like in previous years.

In general, if students have a firm grasp of milestones, understand the nature of historical issues, practice many reference questions and take mock tests in the right direction, and know how to apply analytical thinking - relate to reality, they can completely achieve results of 7 to 8 points, and possibly higher. The average score will be higher than previous years thanks to the questions following the program and testing the right focus. This is both an opportunity and a challenge for each student and teacher to adjust their learning and review strategies appropriately, contributing to improving the quality of teaching and learning History in the context of fundamental and comprehensive educational innovation today.

The English test was also assessed by candidates to be as difficult as the Math test. Many candidates who achieved a 7.0 IELTS certificate or higher or a 1,500 SAT score still cried over this year's test. According to teachers, the test accurately and quite fully assessed the specific abilities of the English subject, especially reading comprehension, linguistic reasoning, and using English in daily communication.

The 2025 High School Graduation Exam in English shows a clear approach to the goal of developing foreign language proficiency. Instead of testing discrete knowledge, the exam focuses on exploiting reading comprehension, semantic thinking and language application in situations close to academic and professional life. This approach not only encourages students to learn to understand - learn to use English but also creates a reasonable differentiation between average - good - excellent students, and therefore limits the number of maximum scores and high scores will not be many.
