According to Deputy Director of Dong Nai Province Department of Construction Do Thanh Phuong, in 2025, Dong Nai aims to build more than 8,300 social housing units, of which more than 4,200 units will be completed and put into use. This is also the target assigned to the province by the Government.
Since the beginning of the year, Dong Nai has started and is implementing 12 new projects with more than 4,300 units. In addition, the province has planned more than 1,000 hectares of land for social housing development, and is considering handing over 9 projects to investors under the resolution on piloting special mechanisms with a scale of more than 10,000 units.
Regarding housing for cadres, civil servants and public employees after the merger, Dong Nai province is assigning the Provincial Construction Investment Project Management Board to propose investment policies for 2 projects with a scale of more than 1,100 units. The province will introduce 4 land plots to the Ministry of National Defense to build housing for the military armed forces, and has a plan to arrange 2 land plots for the Ministry of Public Security to build housing for the armed forces in the industry.
In the 2025-2030 period, the Government assigned the province to complete nearly 64,700 units. The province has approved the investment policy of 37 projects with a scale of more than 37,000 units; the rest will continue to be considered.

The Department of Construction pointed out some current difficulties such as: Few investors are interested in social housing due to limited profits; some rural land plots with low-rise housing plans are no longer suitable and difficult to implement. Therefore, the Department recommends that the Ministry of Construction study and amend the Housing Law 2023 in the direction of allowing the construction of individual social housing in rural areas, removing obstacles in regulations on the construction of workers' accommodation in industrial parks, and at the same time providing specific instructions on appraisal, assignment of investors and refund of technical infrastructure investment costs of 20% of land fund for commercial housing projects.
Regarding the tasks of the construction sector when operating a two-level local government, from July 1 to now, the Department of Construction has announced 204 administrative procedures, of which more than 100 procedures are decentralized, with authority divided between the province and commune, all online. Receiving and returning results of documents is carried out smoothly after merging with the province. The Department is drafting a document to submit to the Provincial People's Committee to decentralize 17 contents to the People's Committees of wards and communes.
Regarding the management of traffic infrastructure, there are still many difficulties: Since July 1, the Ministry of Construction has handed over 4 national highways to localities, many sections are degraded, needing more than 1,300 billion VND for repair and upgrading. The Department has proposed the Ministry of Construction and the Ministry of Finance to consider supporting capital sources. The commune level has just been assigned to manage old district roads and commune roads, but the human resources are limited, the repair costs are large...

Concluding the meeting, Deputy Minister Nguyen Van Sinh highly appreciated the province's efforts when up to this point, 4,300 houses have been started and deployed (the target assigned in 2025 is 4,200 houses).
The Deputy Minister of Construction suggested: The Department of Construction should strengthen inspection and supervision of project progress to ensure early completion. Closely coordinate with ministries and provincial branches that have allocated land and arranged land funds to implement housing projects for armed forces and other target groups.
“Dong Nai is a province with a large population and many industrial zones, so the demand for social housing is very high. The province needs to focus on strongly developing this type of housing to meet the needs of the people, at least meeting the target assigned by the Prime Minister” - Deputy Minister Nguyen Van Sinh emphasized.
Regarding the tasks of local authorities at two levels, the Deputy Minister suggested that the Department of Construction should soon advise the Provincial People's Committee to issue full legal documents for implementation at the commune level. Regarding the recommendations, the Ministry of Construction will have a written response to the locality after the meeting. For some contents beyond its authority, the Ministry will take note to report to competent authorities.
On the same morning, Deputy Minister of Construction Nguyen Van Sinh and Provincial Party Committee member, Vice Chairwoman of Dong Nai Provincial People's Committee Nguyen Thi Hoang attended the groundbreaking ceremony of 3 social housing projects including: K-Home Avenue, K-Home Midtown and K-Home Skyview in Nhon Trach and Trang Bom communes, all invested by Kim Oanh Land Company. The projects have a total area of nearly 18 hectares, providing about 5,500 apartments.
