In Ho Chi Minh City on the morning of June 30, the City Party Committee - People's Council - People's Committee - Fatherland Front Committee of Ho Chi Minh City held a ceremony to announce the Resolution and Decision of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing Party organizations, appointing Party committees, People's Council - People's Committee - Fatherland Front Committee of Ho Chi Minh City, wards, communes, and special zones.
Hesitancy, excitement, anticipation and trust are the mixed psychological states of the city's residents.
From early morning, the hall of the People's Council - People's Committee - Fatherland Front Committee of Dien Hong ward and the Public Administration Service Center were filled with delegates attending the ceremony to announce the establishment of Dien Hong ward.
Ms. Vo Thien Huong (74 years old, living on 3/2 Street) said that the merger of wards 6, 8, and 14 into Dien Hong ward is an important milestone for people in the area. As a resident of the new Dien Hong ward, she especially loves the name "Dien Hong" of the ward because it reminds her of the Dien Hong Conference, a symbol of solidarity and determination.
"I have lived in Ho Chi Minh City since 1975, witnessing the dramatic changes of the city in general and District 10 where I live in particular. I personally agree with and have high expectations for the 2-level local government model. With the establishment of the new ward, I hope this will be a revolution in administrative procedure reform, making it more convenient for people to carry out procedures, records, and papers," Ms. Huong expressed.
Mr. Trinh Van Them (a resident of Ben Nghe ward, now Saigon ward, 66 years old) came to the ward office to register the birth of his grandson and expressed his excitement.
Mr. Them shared that after taking a tour, he found the facility to be very spacious, airy and polite, creating a comfortable feeling. In the early days of the merger, people may not have fully grasped the information, but later, after it is widely publicized, they will understand.
At the ceremony announcing the establishment of Nha Be commune, Ms. Nguyen Thi Voc expressed that at the moment of transition from a three-level to a two-level local government model, she could not hide her excitement and expectations.
Ms. Voc hopes that the new apparatus will operate effectively, administrative reform will be promoted, and technology will be applied more to better serve the people.
"I believe that every decision of the Party is aimed at the people, for the development of the country and the city" - this woman born in 1964 affirmed.
In Cat Lai ward, Mr. Luu Kinh Luan said he agreed and expected the official announcement of the two-level government model and the establishment of new administrative units according to the Resolution of the Central Government and Ho Chi Minh City.
"We strongly support the merger of administrative units. This is a correct policy, demonstrating the determination of the Party and State in streamlining the apparatus and improving the efficiency of serving the people," said Mr. Luu Kinh Luan.
Mr. Luan said that after the announcement ceremony, the neighborhood Party cell where he works, along with organizations such as the Women's Union, Youth Union, Veterans Association, Fatherland Front , etc., continued to focus on propagating and disseminating to the people about new policies and guidelines of the Party and local government.
"We identify this as a key political task that needs to be carried out seriously and synchronously. Cadres and party members in the neighborhood will be the core force to bring the resolution into life," he emphasized.
Looking forward to the new government model, Mr. Luan believes that the application of digital technology will help the administration and service of the people become more effective, transparent and closer to the people.
For Mr. Nguyen Van Quan, Head of Quarter 19, Cat Lai Ward, the consensus and expectation on the two-level government model that has just been officially announced according to the Resolution of the Central Government and Ho Chi Minh City is his long-standing thought.
"For me personally and many people in the neighborhood, this is a historic turning point. We expect the new apparatus to be closer to the people, quickly resolving pressing daily issues instead of having to go through many intermediary levels like before," Mr. Quan shared.
Attending the ceremony to announce the establishment of Ban Co ward (held at Ban Co Secondary School), Ms. Nguyen Thi Ngoc Lan said that at the age of 72, she was still excited and eager.
Ms. Lan has lived in the ward for more than 30 years and witnessed the locality change every day.
"With the cooperation of the people and local authorities, social security has improved significantly, people's lives have been increasingly improved, living conditions, such as roads and alleys have been expanded, renovated, more airy, cleaner and more beautiful..." - Ms. Lan said.
In An Dong ward, the Ward People's Committee Hall was neatly arranged to serve many delegates and local people to attend and follow the online program of the Ceremony to announce the Resolutions and Decisions of the Central and local governments.
Talking about the new ward, Ms. Lan hopes that the ward government will continue to promote the achieved results, continue to care and support people to improve their quality of life, and at the same time promote administrative procedure reform to better serve the people.
The new Ben Thanh Ward was established by merging Ben Thanh Ward, Pham Ngu Lao Ward and part of the area of Cau Ong Lanh Ward and Nguyen Thai Binh Ward. The administrative headquarters located at 92 Nguyen Trai is beautifully renovated.
Attending the launching ceremony of Ben Thanh ward, Ms. Le Thi Ngoc Cam (resident, residing in Quarter 7, Ben Thanh ward) expressed her excitement: "I hope that people will be served with public administration, digital transformation, and administrative documents faster and more conveniently. With the role of convergence and development, I hope Ben Thanh ward will take the lead in the development of the city".
Ms. Nguyen Thi Ngoc Ut (73 years old, retired cadre) hopes that after the merger, the leaders of Hanh Thong Ward will stabilize their work and solve the needs of the people.
At the People's Committee of Thu Duc Ward, No. 2 Nguyen Cong Tru, from early morning it was colorful, filled with national flags, banners and streamers, ready for a great day.
Thu Duc Ward was established on the basis of merging Binh Tho, Linh Chieu, Truong Tho wards and part of Linh Dong, Linh Tay, with an area of over 8.8 km² and a population of over 120,000 people.
At the ceremony announcing the decision to establish the new Thu Duc ward, Mr. Nguyen Trong Phuc - a retired military officer, shared his proud feelings when witnessing this important event.
Mr. Phuc felt that Ho Chi Minh City is in a period of great transformation, not only the people of the city but also the whole country are excited about the historic turning point in the process of organizational restructuring. This is a clear demonstration of the efforts to realize the Party's goals of social security, infrastructure development, and improving the living standards of cadres, civil servants, public employees and the people.

Yesterday, listening to the speech of General Secretary To Lam, I believe that Ho Chi Minh City will continue to be a livable city, a locomotive to help the whole country develop, building the country to become richer and better" - Mr. Phuc expressed.
In Cau Ong Lanh Ward, Ms. Ho Thi My Dung said that she and the people were extremely excited and nervous. Having lived in the ward for more than 30 years, this was the first time she witnessed the excitement of the people before the administrative change.
"The new ward is bigger, stronger and more populous, so we, the people, really hope for more convenience in making documents and papers. I hope that the Party Committee, People's Council, People's Committee and Vietnam Fatherland Front Committee of Cau Ong Lanh Ward will lead and introduce many policies to make Cau Ong Lanh Ward worthy of being the central ward of Ho Chi Minh City" - Ms. My Dung said.
In An Dong ward, Ms. Ngo Thi Bich Lien, Secretary of the Party Cell of Quarter 29, An Dong ward, said she did not sleep last night because she was nervously waiting to attend the announcement ceremony.
"Yesterday, people in the neighborhood simultaneously hung flags on the streets, apartment buildings... to welcome this historic event" - Ms. Lien said and added that as a party member and neighborhood official, she is ready to continue to accompany the local government, mobilize people to unite, build a civilized and affectionate neighborhood in a new administrative appearance.
Sharing his feelings today, Mr. Nguyen Tan Ban, Secretary of Vung Tau Ward, said that in the historic moment of preparing to operate a two-level local government, with the important role of Secretary of the Party Committee of Vung Tau Ward, a key tourist ward of the country, he is very excited, proud, honored, determined to maintain solidarity, dynamism, creativity, dare to think, dare to do, dare to take responsibility, and devote himself to serving the Fatherland and the people.

Ms. Tran Thi Phuong (78 years old, Binh Thoi ward) said that after retiring, she continuously participated in local work in many different roles.

According to Ms. Phuong, the atmosphere of the ceremony announcing the historic decisions this morning is an important political event that she is fortunate to witness. She hopes that the changes from today will help the new Binh Thoi ward in particular and Ho Chi Minh City in general to develop stronger, faster, more beautiful, greener, and more livable.
