The embankment to prevent landslides on the Ma River bank passing through Sanh village, Cam Ngoc commune is being urgently completed before the peak of the flood season.
Cam Thuy district has a complex terrain with hills and mountains interspersed with rivers, streams and lakes. The flood season is short but the floods appear quickly, making it difficult to forecast, warn and respond. In 2024, the district experienced and was affected by 8 natural disasters (3 storms, 5 rains and floods) with estimated damage of more than 23.44 billion VND.
In 2025, to promptly respond to possible natural disaster situations, the district has promptly completed the Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense; clearly assigned responsibilities to each member in charge of the area and field; assigned specific tasks to communes and towns in disaster prevention, search and rescue work. Plans and scenarios for prevention, avoidance and response to levels and situations of natural disaster risks that may occur in each locality and region are specifically and in detail proposed.
Currently, when implementing the arrangement and completion of the political system's organizational structure and rearranging administrative units and local government organizations at two levels, the district determined that disaster prevention and control work must not be interrupted, must always be ready, and must not be passive or surprised.
The district regularly organizes drills on PCTT and TKCN plans for residential communities. Close coordination and cooperation is organized according to the "4 on-site" motto between forces, as well as local authorities in a drastic, close-knit, and direct command direction at the locality, key and vulnerable areas.
The district has developed a plan for landslides and floods. Localities will urgently organize the evacuation of people from dangerous areas, provide guidance and raise awareness of the dangers caused by natural disasters; provide timely support to affected households, ensure essential necessities during the temporary evacuation period; and develop a plan to stabilize the population for affected households.
The district considers investment in the construction of disaster prevention and control works as an important task to minimize damage when natural disasters occur. The District People's Committee established a Steering Committee for site clearance and investment capital disbursement, assigning the responsibility of the head of the People's Committee, regularly meeting with investors and related units to promptly direct the handling of difficulties and problems in the process of investment and construction of projects.
The district is simultaneously implementing the construction of embankments to prevent landslides on the Ma River bank through Sanh village, Cam Ngoc commune and the section through Cam Yen commune with a total investment of over 82 billion VND, with the district People's Committee as the investor. Up to now, for the embankment project in Sanh village, Cam Ngoc commune, the construction unit has completed 100% of the volume of the embankment foot with rubble, and is simultaneously carrying out the casting of concrete components and paving the roof. The embankment project in Cam Yen commune, the dike is basically completed, ensuring that when there is rain and flood, the construction of the above items will not be affected. With the current construction progress, the contractors are striving to complete and hand over the works for use 2-3 months earlier than the contract. The embankment works to prevent landslides on the Ma River will resolve the landslide situation, ensuring safety for people living in the protected area.
Mr. Trinh Van Hoa (Truong Son Irrigation Construction and Trading Company), Commander of the project to prevent landslides on the Ma River bank passing through Sanh village, Cam Ngoc commune, said: "We are determined not to let the shortage of materials affect the project's progress. The investor has increased inspection and supervision work so that the project can be completed on schedule and ensure quality."
According to Nguyen Quoc Vinh, Deputy Director of the Cam Thuy District Construction Investment Project Management Board, "to ensure the construction progress of the PCTT project and put it into use before the peak of the flood season, the board actively directs contractors to urgently complete each item. Along with that, contractors are required to build a progress chart so that investors and supervision consultants can closely inspect and monitor the quality of construction projects."
To ensure the safety of irrigation reservoirs during the rainy and stormy season, the district has organized a comprehensive inspection of irrigation reservoirs, especially severely damaged reservoirs, to proactively build, approve and implement plans to ensure the safety of the works. Currently, the district has 26/29 reservoirs and dams with operating procedures in accordance with current regulations, the remaining 1 reservoir is in the investment and repair and upgrading phase, 2 reservoirs are not safe, have not been used for production for a long time, so they are not allowed to store water during the rainy season and do not have an operating procedure: Lang Doi reservoir, Cam Lien commune and Che Ne reservoir, Cam Binh commune. The district will make a plan for investment, repair and upgrading costs; implement operational management, and strictly comply with technical procedures and regulations.
Mr. Pham Van Tai, an expert from the Department of Agriculture and Environment of Cam Thuy district, affirmed: "With the participation of the entire political system, careful preparation from plans, means, equipment, and forces, combined with the proactive awareness of the people in disaster prevention and control, we will minimize human and property damage caused by natural disasters, contributing to stabilizing production, life, and socio -economic development in the area."
