- On August 16, Prime Minister Pham Minh Chinh chaired an online meeting with localities to review the implementation of social housing development targets in the first 7 months of 2025 and the implementation plan for the remaining 2025. Attending the conference were Mr. Tran Hong Ha, Deputy Prime Minister, and leaders of relevant ministries and branches.
Attending the meeting at Lang Son bridge were comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee and leaders of relevant departments and branches.
According to the report, implementing the Government's project on building 1 million social housing units by 2030, the central government assigned localities to complete more than 100,000 social housing units by 2025. Accordingly, ministries and branches have advised the Government and the Prime Minister to issue 22 resolutions and 12 directives to direct the implementation of the social housing development program.
As of mid-August 2025, localities have completed more than 36.9/100.2 thousand units (reaching 37%), and it is expected that by the end of 2025, an additional 36.7 thousand units will be completed (total by the end of the year, localities will have completed more than 73.6/100.2 thousand units, reaching 73%). In addition, localities are investing in the construction of more than 127.2 thousand units. In the first 7 months of 2025, localities have started 47 projects with a scale of more than 39.8 thousand units.
For Lang Son province, in 2025, the central government assigned the construction of 796 houses, the province has completed 212 houses and is implementing 160 houses. The Department of Construction and related departments are supporting investors to urgently complete investment procedures to build social housing projects in Dong Kinh ward.
At the meeting, delegates reported on difficulties and obstacles in implementing social housing projects such as: land access, construction investment procedures, contractor appointment, and capital access. At the same time, the provinces also shared good practices and experiences in mobilizing resources in implementing specific projects such as: proactively removing difficulties in planning and land use plans, arranging clean land funds, shortening the time to handle administrative procedures for proposals for social housing projects; strictly managing the quality and construction progress so that people in need can access and use low-cost, high-quality houses, etc.
Concluding the meeting, Prime Minister Pham Minh Chinh directed: To complete the target of building 100,000 social housing units by 2025 and towards completing 1 million social housing units by 2030, localities continue to strengthen provincial steering committees, focus on leading and directing the implementation of the program with the highest responsibility. At the same time, localities proactively resolve difficulties and obstacles in implementing social housing projects within their authority, and issues beyond their authority must be promptly reported to competent authorities for timely direction; include social housing development targets in the socio-economic development plan for 2025 and the 2026-2030 period; allocate land funds and resolve administrative procedures for investors implementing social housing projects. Regarding the responsibilities of relevant ministries and branches, they must strengthen inspection and supervision of the implementation of housing development projects in localities.
The Prime Minister assigned the Ministry of Construction and the Association of Architects to coordinate with localities to develop model designs for social housing construction suitable for each region. For projects under construction, investors should focus on mobilizing resources and speeding up construction to complete the set targets for 2025; projects preparing for investment should urgently complete procedures to start construction.
