This Decree replaces Decree No. 186/2013/ND-CP dated November 17, 2013 of the Government on national universities, marking a strategic turning point in the journey of developing Vietnamese highereducation .
The Decree not only demonstrates the special attention of the leaders of the Party, State, Government, Prime Minister, Ministry of Education and Training and other ministries and branches, but also grants Vietnam National University, Hanoi and Vietnam National University, Ho Chi Minh City comprehensive autonomy, creating a foundation for strong breakthroughs in the new period.
Empowering real and powerful autonomy
According to Articles 2 and 3 of the Decree, the National University is granted high autonomy in the fields of training, scientific research, organizational structure, finance, international cooperation and development of high-quality human resources.
In particular, the National University has the right to develop its own training regulations, develop advanced and talented programs, conduct extensive international cooperation, and effectively connect science - technology - innovation resources to carry out the national development mission.
The National University is directly managed, uses and shares internal resources effectively; is autonomous in recruiting lecturers, international experts and cooperating with businesses. The modern university governance system is organized in a clear hierarchy and authority, with accountability to the Government and the Prime Minister attached to the assigned authority.
The Decree also affirms that the National University is given priority by the State for investment and development to fulfill the national and regional development tasks of the country. The issuance of the Decree with many pioneering and breakthrough contents not only demonstrates the special attention of the leaders of the Party, the State, the Government, the Prime Minister, the Ministry of Education and Training and other ministries and branches, but also grants the National University of Hanoi and the National University of Ho Chi Minh City comprehensive autonomy, creating a foundation for strong breakthroughs in the new period.

Previously, in Official Dispatch No. 5760/VPCP-KGVX dated June 24, 2025, the Government Office conveyed the Prime Minister's opinion requesting the Ministry of Education and Training to preside over and coordinate with relevant agencies to carefully study and creatively apply the Party's guidelines, policies, and regulations, and the State's policies and laws to continue reviewing and perfecting the content of the draft Decree so that National universities must be proactive, creative, and more decentralized; the Central Government manages expertise, localities manage people and facilities; the Ministry of Education and Training only manages expertise and state management.
Specific regulations on National universities
In the new Decree, the Government positions the National University as one of the strategic hubs of higher education, responsible for coordinating and ensuring connectivity between member units, affiliated units and subordinate units. This decentralization not only enhances operational efficiency but also creates a foundation for the National University to play a leading role in national higher education and scientific research.
The National University is issued regulations on the working regime of lecturers and researchers according to the provisions of law applicable to the National University to attract and promote high-quality human resources domestically and internationally. The Decree also stipulates that the National University is given the initiative in using human resources to ensure the needs of teaching, scientific research and business administration.
Regarding training, the National University is proactive in developing training regulations for all levels of higher education with the goal of developing and improving the quality of higher education to train highly qualified human resources, meeting the requirements of socio-economic development, ensuring national defense and security; promoting international cooperation and integration to develop Vietnamese higher education on par with the region and the world.
The National University is proactive in developing and implementing practical, specialized, special, gifted and talented training programs at all training levels to discover, train and foster scientific and technological talents; implementing training programs that have been implemented domestically abroad through international cooperation and association programs.

Regarding science, technology and innovation activities, the National University is proposed and implements national science and technology programs; is one of the focal points for research, providing scientific arguments to contribute to building orientations, guidelines, policies, strategies, and plans for socio-economic development of the country, ensuring national defense, security and international integration;
The National University organizes scientific and technological activities in all scientific fields to promote the development of science, technology and innovation associated with training high-quality human resources, fostering scientific and technological talents, contributing to socio-economic development.
Regarding financial work, the National University is a level I budget unit assigned by the Prime Minister to budget estimates; to uniformly manage the allocation and assignment of budget estimates to member units, units under and directly under the National University, and to be responsible for accounting and budget settlement of the National University according to current regulations on the state budget.
The National University is regulated to collect tuition fees in the National University according to the Government's regulations. The Decree also clearly states that the National University manages, operates, uses and shares financial resources, human resources, facilities and other resources assigned throughout the National University, ensuring organic, synchronous and effective; mobilizes social resources to build the National University into a research-oriented higher education institution of regional and international stature.

State management role of the Ministry of Education and Training
The Decree clearly states that the Ministry of Education and Training continues to perform the state management function together with the Ministry of Science and Technology, other ministries, branches and People's Committees at all levels where the National University is located, within the scope of functions as prescribed by the Government and in accordance with the law.
National Universities work directly with ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities to resolve issues related to national universities.
When necessary, the national university shall report to the Prime Minister on issues related to the operation and development of the national university; provide information and reports to serve the inspection and examination activities of relevant ministries, branches and the People's Committees of the provinces where the national university, its member units, affiliated units and units under the national university are headquartered in accordance with the provisions of law.

The Government's issuance of a new Decree on National Universities with many progressive breakthroughs in autonomy demonstrates the deep concern of the Party and State leaders and the creation and support of the Ministry of Education and Training and other ministries and branches for the development of National Universities and higher education.
