In a document signed and issued by Minister of Health Dao Hong Lan, the Ministry of Health said that, implementing Conclusion No. 137-KL/TW of the Politburo and the Secretariat on the Project to rearrange and reorganize administrative units at all levels and build a 2-level local government organization model, regarding the organization model of commune health stations and district health centers: "Maintain the educational and health service units and transfer to the commune-level government the management of junior high schools, primary schools, kindergartens, and health stations of the new grassroots units to ensure health care for people right at the grassroots level and ensure enough schools and classes for students in the grassroots area.
For medical centers under the People's Committees at the district level, they will now be transferred to the Department of Health for management to organize service provision according to inter-commune and ward areas.
On June 23, 2025, the Ministry of Health issued Circular No. 20/2025/TT-BYT guiding the functions, tasks and powers of specialized health agencies under the People's Committees of provinces and centrally run cities and the People's Committees of communes, wards and special zones of provinces and centrally run cities.
The Ministry of Health is drafting and seeking comments from ministries, branches and localities to issue a Circular guiding the functions, tasks, powers and organizational structure of commune, ward and special zone health stations according to the 2-level local government organization model.
Implementing the Prime Minister 's direction in Official Dispatch No. 01-TB/DU dated April 2, 2025 on paying attention to preventive medicine and grassroots health care, especially in the context of merging a number of provincial-level administrative units, not organizing at the district level, to stabilize human resources to serve the care, protection and improvement of people's health, towards all people being equal in enjoying convenient and quality medical services from the central to local levels, it is necessary to urgently deploy 1,000 doctors to the grassroots level.
The Ministry of Health said that the Ministry is currently developing a project to implement the above content.
To ensure that medical services at the grassroots level are not interrupted and that people have access to quality, convenient and effective medical services, the Ministry of Health recommends that the People's Committees of provinces/cities directly under the Central Government and the Department of Health of provinces/cities directly under the Central Government have plans to rotate, transfer and mobilize human resources from the Department of Health, hospitals and medical centers under the Department of Health, and related units under the People's Committees of provinces/cities to the commune level (including at least 1 medical specialist at the Department of Culture and Society and 1 doctor at the Commune Health Station).
According to the Ministry of Health, this is to ensure that the operations of the grassroots health system are not interrupted, providing full professional and technical services to meet the model of a two-level local government organization system.
