In the report, the Ministry of Construction said that, based on the request of the Ministry of Construction, on June 22, the People's Committee of Dong Nai province issued a document explaining 4 contents related to the handling of land area in subdivision III, Binh Son Resettlement Area.
Specifically, regarding the goal of using the resettlement area for socio-economic development according to local planning, the People's Committee of Dong Nai province said that after being approved by competent authorities to hand over to local management, Dong Nai province will direct specialized agencies to carry out procedures for exploiting the land in the form of auction or bidding to select investors to implement the smart urban area project, green urban area to synchronously connect with the development situation of the area and Long Thanh Airport.
At the same time, revenue from the land auction also creates revenue for the provincial budget, reinvesting in key projects in the province such as Ring Road 4 - Ho Chi Minh City and routes connecting to Long Thanh Airport including provincial routes 769, 773, 770, 769E,...
Regarding the content of the mechanism, compensation, support and resettlement policies implemented for affected households, the Provincial People's Committee said that households affected by the Long Thanh Airport Project, expected to be resettled in Binh Son Resettlement Area, have expressed their wish to be resettled in Loc An - Binh Son Resettlement Area. Up to now, the resettlement arrangement has been completed.
Regarding the land area of subdivision III, Binh Son resettlement area, according to the report of the Department of Agriculture and Environment, the Provincial Construction Investment Project Management Board, the land area planned for subdivision III is over 81 hectares. Of which, nearly 79 hectares are rubber land leased by Dong Nai Rubber Corporation to grow rubber and over 3 hectares are managed by local people. Currently, only the rubber land area has been recovered with a compensation value of 46 billion VND. The land area of households has not been recovered and compensated, so the compensation, support and resettlement mechanism and policies for affected households have not been implemented.
Regarding the plan and option to use the provincial budget to repay the central budget, the Provincial People's Committee said that the central budget capital allocated for compensation and site clearance in Zone III is 46 billion VND. After reviewing the provincial budget capital up to June 19, 2025, the source to repay the central budget is basically guaranteed.
Regarding the revenue from auctioning land use rights, allocating resettlement land, and leasing land under the project, according to the Provincial People's Committee, currently, all revenue from auctioning land use rights, allocating resettlement land, and leasing land under the Long Thanh Airport Land Acquisition, Compensation, Support, and Resettlement Project is being 100% accounted for in the central budget according to regulations.
In case subdivision III is adjusted by the competent authority to be separated from the project, the revenues arising from this area will not be subject to submission to the central budget, but will be managed and used by Dong Nai province according to regulations.
On April 25, 2025, the Provincial People's Committee sent a document to the Prime Minister requesting the Prime Minister to report to the National Assembly Standing Committee for consideration and approval of the policy of reducing and not implementing investment in an area of more than 81 hectares (according to Decision No. 1487/QD-TTg and Decision 401/QD-TTg) and removing it from the Long Thanh Airport Land Acquisition, Compensation, Support and Resettlement Project. Approving the assignment of Dong Nai Provincial People's Committee to retain the land area of more than 81 hectares of subdivision III that has been compensated for socio-economic development according to local planning.
Proposal to assign local authorities to prepare project adjustment documents
According to the Ministry of Construction, regarding the proposal of Dong Nai province for the land in subdivision III, Binh Son resettlement area, the Ministry of Construction also sent a document to seek opinions from the Ministry of Finance and the Ministry of Agriculture and Environment.
In particular, the Ministry of Finance has commented that in case the People's Committee of Dong Nai province continues to request a reduction in the construction investment area of the project's component construction of subdivision III, the project must be reported to the National Assembly for consideration and approval before approving the project adjustment according to the provisions of Article 2 of Resolution 94/2015/QH14 (dated June 25, 2025), Article 2 of Resolution 38/2017/QH14 (dated June 19, 2017) of the National Assembly.

Meanwhile, the Ministry of Agriculture and Environment commented that adjusting the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh Airport (including adjusting the area of subdivision III) to effectively exploit and use land for socio-economic development goals is necessary. The project adjustment must be carried out in accordance with the provisions of the law on public investment, the law on the budget and other relevant laws.
Based on the proposal of the People's Committee of Dong Nai province, the opinions of the Ministry of Finance, the Ministry of Agriculture and Environment; based on the provisions of the Law on Public Investment No. 58/2024/QH15, the Ministry of Construction recommends that the Prime Minister assign the People's Committee of Dong Nai province to prepare documents and carry out procedures according to the provisions of Decree No. 29/2021/ND-CP (dated March 26, 2021) of the Government regulating the order and procedures for appraising important national projects and monitoring and evaluating investment. The People's Committee of Dong Nai province is responsible for the accuracy of the contents submitted to the Prime Minister for consideration and decision on project adjustment.
